Summary of the contracting process

Hampshire County Council is buying enhanced care support services for children and young people with disabilities through its Children’s Services department. The service supports children and young people with profound or complex needs, including learning or physical disabilities, autistic spectrum conditions, behaviour that challenges, and complex physical or mental health needs. Support is delivered as part of an individual Care Plan and a wider package intended to meet agreed outcomes. This is a specialist Tier 4 service, including enhanced care and support workers with additional training in behavioural management, specific care needs and interventions. The work falls within health and social work services and is delivered across Hampshire, including the areas covered by the council.

This procurement has been completed and awarded following a competitive call-off under a framework, using a selective procedure for a light-touch service. It comprised one lot. The contract was awarded on 15 July 2026 to Whispers Care Solutions Limited, an SME, for £416,000 gross in total. The contract period runs from 1 September 2026 to 31 August 2030, with renewal provisions allowing two extensions of up to two years each; the maximum possible end date is 31 August 2034. Each stated extension has a value of £10,750,000 excluding VAT. A future contract signature was scheduled for 17 August 2026. Individual service contracts are to be awarded subsequently, rather than at this call-off stage.

This requirement shows demand for specialist, personalised support rather than conventional domiciliary care. A credible future competitor would need experience supporting children and young people with profound disabilities, complex health needs, autism, learning or physical disabilities, and behaviour that challenges. Relevant capability includes delivering care against individual Care Plans and agreed outcomes, working as part of a wider package of social care support, and providing enhanced care workers or support workers with suitable additional training. Providers should be able to manage specific care needs and interventions, apply behavioural management approaches, and develop staff skills while maintaining a positive experience for service users and families. The awarded supplier was an SME, indicating that specialist smaller providers can be relevant to this type of work.

Notice Information

Notice Title

Care Support Services for Children with a Disability CS26605B - Enhanced Support

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Enhanced Support. This relates to a child or young person who has more profound and complex needs due to their behaviour and/or disability and as such needs an enhanced care service and/or a Support Worker with additional training in order to meet those needs. Such needs may include behavioural management training, specific care needs or interventions. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
