Summary of the contracting process

Hampshire County Council is procuring enhanced care support services for children and young people with disabilities through its Children’s Services department. The service is for children with profound or complex needs, including learning or physical disabilities, autistic spectrum conditions, behaviour that challenges, and complex physical or mental health needs. Support forms part of an agreed Care Plan and a wider package of social care. It may include enhanced care, behavioural management, specific care interventions and support workers with additional training. The requirement is intended to provide more personalised alternatives to conventional domiciliary care and to support identified outcomes for children and families. Delivery covers Hampshire and adjoining areas within the council’s service geography. The main category is health and social work services, under CPV 85000000.

This procurement is complete and has been awarded through a competitive call-off under a framework, using a selective procedure and the light-touch regime. Hampshire County Council awarded the contract to Redjacket Specialist Care Ltd on 15 July 2026 for £416,000 including gross value, covering one lot. The contract period is from 1 September 2026 to 31 August 2030, with renewal provisions allowing the arrangement to extend to 31 August 2034. The call-off’s value is stated at this stage; further value is expected to be awarded through individual service contracts. The process was competitive, and the requirement was evaluated through the framework award route. A future contract signature milestone was scheduled for 17 August 2026.

This award demonstrates demand from Hampshire County Council for specialist children’s disability support delivered in a care-planned, outcomes-focused way. Suppliers seeking to compete for comparable work should be able to support children and young people with severe or complex disabilities, autistic spectrum conditions, challenging behaviour and complex physical or mental health needs. Credible providers would need suitably trained support workers, including staff able to deliver behavioural management, specific care interventions and enhanced support. Experience of working with families, social care assessments, Care Plans and local authority children’s services would be relevant. The requirement also favours providers able to offer personalised alternatives to standard domiciliary care and to adapt support around individual needs, rather than relying on a conventional fixed service model.

Notice Information

Notice Title

Care Support Services for Children with a Disability CS26605B - Enhanced Support

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Enhanced Support. This relates to a child or young person who has more profound and complex needs due to their behaviour and/or disability and as such needs an enhanced care service and/or a Support Worker with additional training in order to meet those needs. Such needs may include behavioural management training, specific care needs or interventions. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
