Hampshire County Council is procuring enhanced care support services for children and young people with disabilities through its Children’s Services Department. The service supports children with profound and complex needs, including learning or physical disabilities, autistic spectrum conditions, behaviour that challenges, and complex physical or mental health needs. Support is delivered as part of an individual Care Plan and a wider package agreed by the Council’s County Allocation Panel. The procurement is complete and was run as a competitive selective call-off under an existing framework. One lot was awarded to The Rose Road Association on 15 July 2026 for £416,000 including tax. The contract period is 1 September 2026 to 31 August 2030, with renewal options extending the maximum period to 31 August 2034. Two possible two-year extensions are each stated at £10,750,000 excluding VAT; these values relate to the extension options and are not added to the awarded value. The planned contract signature date is 17 August 2026. The requirement is subject to the light-touch regime and the awarded service covers Hampshire delivery locations.

This outcome indicates demand for providers able to deliver specialist, enhanced support to children and young people with severe or complex disabilities. Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Enhanced Support. This relates to a child or young person who has more profound and complex needs due to their behaviour and/or disability and as such needs an enhanced care service and/or a Support Worker with additional training in order to meet those needs. Such needs may include behavioural management training, specific care needs or interventions. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
