Summary of the contracting process

Bracknell Forest Borough Council intends to procure an integrated Tier 2 Weight Management and Physical Activity Service for residents across Bracknell Forest. The service will improve health and wellbeing among people living with overweight and obesity, reduce health inequalities and prevent the development or progression of weight-related conditions. It will provide evidence-based early intervention and support sustainable behaviour change through healthy eating, increased physical activity and other positive lifestyle measures. The work is classified as health services and will be delivered across Bracknell Forest. The council is seeking a suitably qualified and experienced provider able to combine weight management and physical activity provision within one service model, with a focus on improving long-term health outcomes and quality of life for the local population.

This procurement is at the planning stage, so the council has set out an intention to buy rather than inviting tenders. It expects the next notice to be published by 30 January 2027. The council plans informal market-engagement meetings on 3 September 2026, from 10:00 to 12:00 at Bracknell Forest Offices in Time Square, or on 4 September 2026, from 10:00 to 12:00 through Microsoft Teams. Providers wishing to attend are asked to make contact by 31 August 2026. The planned contract is for one lot, starting on 1 June 2027 and ending on 31 May 2029, with a possible extension to 31 May 2030. Its estimated value is £306,000 excluding VAT, or £367,200 including VAT.

The work is likely to suit established health, wellbeing, weight-management, physical-activity and community-service providers, including small and medium-sized enterprises and voluntary, community or social enterprises. Strong candidates will be able to design and deliver an integrated Tier 2 service, translate evidence into practical interventions and support people to make and maintain healthier choices. Relevant capability includes promoting healthy eating, increasing physical activity, addressing overweight and obesity, preventing related health conditions and reducing inequalities in access and outcomes. Providers should be prepared to demonstrate suitable qualifications, experience and delivery capacity, as the council is seeking a suitably qualified and experienced organisation. The planned model also favours suppliers able to engage local residents and measure meaningful improvements in health, wellbeing and sustainable behaviour change.

Bracknell Forest Council is seeking to procure a suitably qualified and experienced provider to deliver an integrated Tier 2 Weight Management and Physical Activity Service, with the objective of improving health outcomes and reducing health inequalities across the local population. The primary purpose of the Tier 2 Weight Management Service is to improve the health and wellbeing of residents living with overweight and obesity by supporting sustainable behaviour change. The service will promote healthy eating, increased physical activity, and other positive lifestyle behaviours to achieve and maintain a healthy weight. It will provide evidence-based early intervention to prevent the development and progression of weight-related conditions, reduce health inequalities, and empower individuals to make long-term changes that improve their overall health and quality of life.

Planning Information

We would like to invite potential providers to have an informal meeting with us where we can share an overview of our proposed model and outcomes we want to achieve. It will also be an opportunity for us to gather information from you to inform the development of our service specification and answer any questions you might have. We have two options available for a meeting to discuss this further: • Thursday 3 September, 10:00 am–12:00 pm – in person at Bracknell Forest Offices, Time Square. • Friday 4 September, 10:00 am–12:00 pm – via Microsoft Teams.
