Summary of the contracting process

North Ayrshire Council is procuring adult community support services for people aged 16 and over assessed as needing support by North Ayrshire Health and Social Care Partnership. The buyer invited offers through an open procedure using electronic submission. The tender deadline was 31 August 2026 at 12:00 BST, with submissions in English. This is the final reopening of the existing flexible framework in July 2026. The framework was originally intended to run for six years, with new providers able to join at two-year break points; the current arrangement runs until July 2027, with an option to extend until December 2027. Its estimated value is £84,119,850 including the framework scope. The tender uses the most economically advantageous tender approach: price accounts for 10% and quality for 90%. Financial checks and the stated selection requirements apply.

This opportunity suits established adult social care and supported living providers able to deliver round-the-clock services for people with learning disabilities, physical disabilities or mental health needs. Bidders must be registered with the Care Inspectorate, or an equivalent appropriate body, and maintain that registration throughout the contract. They must provide two satisfactory signed customer references for comparable contracts, covering similar nature, value, scope and size; a referee score below 3 excludes the bidder. Providers must pass North Ayrshire Council’s financial checks and hold, or commit to obtain, employers’ liability insurance of £5 million and public liability insurance of £10 million. Quality assurance requires ISO 9001 certification from a UKAS-equivalent accredited body, or an approved quality management policy. Community benefits include one education and one community engagement initiative.

Notice Description

The procurement will deliver an Adult Community Support Service across Learning Disability, Physical Disability and Mental Health client groups. Services will be delivered in a community setting, 24 hours a day, 7 days a week, 365 days per year, inclusive of sleepovers and waking nights, to adults aged 16 and over who have been assessed by North Ayrshire Health and Social Care Partnership as requiring a service. The scope of the procurement will encompass services currently referred to as Community Supports, 24Hr Support, Housing Support and Supported living services. It does not include care at home provision. Services will be delivered through a flexible framework contract model. The contract term will be for a total of Six (6) years. The term will be an initial two (2) year period, followed by two further extension periods of 2 years. Providers will be invited to join the Flexible Framework at the two year break periods through a formal tender process. Re-opening July 2026 update - this framework has now been modified and will run until July 2027, with an option to extend until December 2027. Therefore, in line with the original framework schedule to open every 2 years, we are re-opening again in July 2026, for a final time on this framework. A PIN is currently live for the framework retender due to start in 2027.
