Summary of the contracting process

Hampshire County Council commissioned specialist care support services for children and young people with disabilities, covering severe learning and physical disabilities, autistic spectrum conditions, challenging behaviour and complex physical or mental health needs. This requirement is for complex support involving significant behavioural needs, delivered by staff with additional training or experience. The service forms part of the Council’s Children’s Services continuum and supports outcomes agreed through care plans, following social care assessment and allocation-panel decisions. It is intended to provide personalised support rather than conventional domiciliary care, helping families and improving service-user experience. Delivery covers Hampshire and Surrey. The procurement is for health and social work services (CPV 85000000), with individual service contracts issued under the wider care support framework.

The procurement is complete and was awarded on 15 July 2026 through a competitive selective call-off under a framework agreement. It used the light-touch regime and comprised one completed lot. Whispers Care Solutions Limited was awarded the contract for £630,000 gross in total. The contract period is 1 September 2026 to 31 August 2030, with extensions available for up to two further two-year periods, potentially taking the end date to 31 August 2034. Each extension is described as having a value of £10,750,000 excluding VAT. The requirement was evaluated through the competitive framework call-off procedure. A future signature milestone was scheduled for 17 August 2026. No contract termination or award cancellation is recorded.

This award demonstrates demand from Hampshire County Council for high-skill care support for disabled children and young people whose behavioural needs require more than standard domiciliary-care capability, although not two-to-one support. A credible future supplier would need staff with additional training, strong relevant experience, confidence in managing significant behaviour and the ability to deliver safe, personalised support within individual care plans. Experience across learning disability, physical disability, autism, challenging behaviour and complex health needs would be relevant, alongside the capacity to support families and work within children’s social-care assessment and allocation processes. The successful supplier is an SME, showing that the requirement can be delivered by a focused specialist provider rather than only a large national care organisation. The framework call-off route is also relevant market intelligence for comparable providers.

Notice Title

Care Support Services for Children with a Disability - CS26605C - Complex Support (Behavioural Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Behavioural Needs). This is for children and young people with significant behavioural needs requiring staff with additional training or experience. This does not require 2:1 support but demands high skill, experience and confidence. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
