Summary of the contracting process

Hampshire County Council is procuring specialist care support services for children and young people with disabilities, focused on complex behavioural needs. The service supports children with significant behavioural needs as part of a holistic package agreed through an individual Care Plan and the Council’s County Allocation Panel. It sits within Children’s Services’ Tier 4 specialist support, following a social care assessment where the Disabled Children’s Team criteria are met or an unmet social care need is identified. The work is delivered across Hampshire. It is intended to provide more personalised alternatives to conventional domiciliary care, while improving outcomes and the experience of service users. The requirement is classified as health and social work services (CPV 85000000).

This procurement has been awarded following a competitive selective call-off under a framework. The single lot is complete, and JJR Care Ltd was awarded the contract on 15 July 2026 for £630,000 including any stated tax, in GBP. The contract period is 1 September 2026 to 31 August 2030, with extensions available until 31 August 2034. Two possible extensions are each stated as lasting up to two years and valued at £10,750,000 excluding VAT. The award is subject to a scheduled signature date of 17 August 2026. The call-off is under the light-touch regime. The published information identifies a competitive framework award route, but does not set out detailed scoring criteria. Individual service contracts are to be awarded subsequently rather than at call-off stage.

For a future requirement of this type, credible suppliers would need demonstrated capability in specialist care for disabled children and young people, particularly those with significant or challenging behavioural needs. Staff would need additional training or relevant experience, together with the skill, confidence and judgement to provide safe, consistent support; the requirement does not call for two-to-one support. Providers should be able to work within personalised, outcome-focused care plans and coordinate their input as part of a wider support package led by Children’s Services. Experience of complex disabilities, autistic spectrum conditions, learning or physical disabilities, and complex physical or mental health needs would be relevant. The buyer’s emphasis on personalised delivery also favours providers able to develop flexible alternatives to conventional domiciliary care across Hampshire.

Notice Title

Care Support Services for Children with a Disability - CS26605C - Complex Support (Behavioural Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Behavioural Needs). This is for children and young people with significant behavioural needs requiring staff with additional training or experience. This does not require 2:1 support but demands high skill, experience and confidence. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
