Summary of the contracting process

Hampshire County Council commissioned specialist care support services for children and young people with disabilities, focused on complex behavioural needs. The service supports children with significant behavioural needs as part of a wider care plan and holistic support package. It is a Tier 4 specialist service following social care assessment and identification of an eligible or unmet social care need. The requirement is for staff with additional training or experience, high skill, confidence and relevant experience; it does not require two-to-one support. Service users may also have learning disabilities, physical disabilities, autistic spectrum conditions, or complex physical or mental health needs. Delivery covers Hampshire, including central, north and south Hampshire. The procurement is for health and social work services.

This procurement is complete and was awarded through a competitive call-off under a framework using a selective procedure. There was one completed lot. Hampshire County Council awarded Request Services Limited an active contract worth £630,000 on 15 July 2026. The contract period runs from 1 September 2026 to 31 August 2030, with renewal rights allowing two extensions of up to two years each; each extension is valued at £10,750,000 excluding VAT. The maximum possible contract end date is 31 August 2034. A future signature milestone was scheduled for 17 August 2026. The requirement is under the light-touch regime and is intended to be delivered through individual service contracts following the call-off. The award relates to the full complex-support behavioural-needs requirement.

This award shows demand for highly skilled, personalised care support for disabled children and young people with significant behavioural needs in Hampshire. Suppliers best placed for comparable work will have staff with additional training or substantial experience in challenging behaviour, disability support and complex physical or mental health needs. Credible providers will need confidence working within children’s social care assessments, Care Plans and outcome-led support packages, while adapting delivery beyond conventional domiciliary care. The requirement suits organisations able to provide reliable specialist staff across Hampshire and to deliver individualised services without relying on two-to-one staffing. It also indicates a market opportunity for providers that can develop workforce skills, offer flexible support and demonstrate safe, high-quality outcomes for families and service users.

Care Support Services for Children with a Disability - CS26605C - Complex Support (Behavioural Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Behavioural Needs). This is for children and young people with significant behavioural needs requiring staff with additional training or experience. This does not require 2:1 support but demands high skill, experience and confidence. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
