Summary of the contracting process

CalMac Ferries Limited is seeking marine survey services to support a comprehensive coatings management plan across its ferry fleet. The work covers whole-vessel and underwater-hull coating condition surveys, including all compartment types, followed by robust reporting. Vessels operate on the west coast of Scotland and are maintained in shipyards throughout the UK, so the service includes travel to those locations. The requirement is principally for an independent marine protective-coatings inspection specialist organisation, with associated surface, vessel and underwater surveying work.

The procurement reached tender: CalMac Ferries invited offers through an open procedure, with electronic submission required. The tender submission deadline is 31 August 2026 at 12:00 BST; bids must remain valid for 90 days. The contract is for 720 days, with an optional extension of up to 24 months. Its estimated value is £900,000. Evaluation is weighted 60% to price and 40% to technical and quality criteria. No variant bids are allowed. The requirement is intended to recur in two or four years, depending on whether the optional extension is used. The service is to be delivered across CalMac’s fleet, including vessels operating on the west coast of Scotland and vessels maintained in shipyards throughout the UK. This opportunity suits an established independent marine protective-coatings inspection specialist with previous relevant experience and the capacity to survey ferries throughout Scotland and the wider UK. Coating inspectors must hold at least NACE Level 2, FROSIO Level 2 or ICorr Level 2 qualifications. The supplier must also be able to provide evidence of formal enclosed-space entry training and produce reporting in line with IACS Recommendation 87 and IMO MCS.1 Circular 1330. Delivery requires capability across whole vessels, underwater hulls and all compartment types, rather than only specific ballast-tank areas. Suppliers should be able to work to the IMO Performance Standard for Protective Coatings, IACS guidance on coating maintenance and repairs, and IMO guidance on protective-coating maintenance and repair, while managing travel to shipyards across the UK.

In order to facilitate this, we require the services of an Independent Marine Protective Coatings Inspection specialists organisation to conduct a whole vessel and underwater hull comprehensive and robust coating survey and reporting in line with the requirements recommended within IACS Rec 87 - Guidelines for Coating Maintenance & Repairs for Ballast Tanks and Combined Cargo/Ballast Tanks On Oil Tankers and IMO MCS.1 Circ 1330- Guidelines For Maintenance And Repair Of Protective Coatings and is extend to all compartment types and not only SWBTs as defined within the aforementioned standards and circulars. CFL vessels operate on the west coast of Scotland and are maintained in shipyards throughout the UK, therefore the supplier must be prepared to travel to provide the service required.
