Summary of the contracting process

Hampshire County Council commissioned specialist care support services for children and young people with disabilities, focused on complex behavioural needs. The service supports children with significant behavioural needs who require staff with additional training or experience, alongside severe learning or physical disabilities, autistic spectrum conditions, challenging behaviour and complex physical or mental health needs. It forms part of the Council’s Children’s Services continuum and provides Tier 4 support following social care assessment where the Disabled Children’s Team criteria are met or an unmet social care need is identified. Support is delivered as part of an individual Care Plan and wider holistic package, across Hampshire, including Winchester and surrounding areas. The purpose is to achieve identified outcomes through skilled, confident and more personalised care rather than conventional domiciliary provision.

The procurement is complete and the contract was awarded to Redjacket Specialist Care Ltd on 15 July 2026. It used a competitive selective call-off under an existing framework, within the light-touch regime, with one completed lot. The award value is £630,000 gross and net. The contract period runs from 1 September 2026 to 31 August 2030, with renewal options extending the maximum period to 31 August 2034. Two possible extensions are each stated as up to two years, with a stated value of £10,750,000 excluding VAT for each extension. A future signature milestone was scheduled for 17 August 2026. The award is active, while the overall tender is complete; no evaluation weighting or specific award criteria are stated in the procurement information.

This award demonstrates demand for specialist children’s care providers able to support significant behavioural needs without relying on two-to-one staffing. A credible competitor would need staff with strong skills, relevant experience, additional training and the confidence to manage challenging behaviour safely and consistently. Experience supporting children and young people with learning disabilities, physical disabilities, autistic spectrum conditions and complex physical or mental health needs would be directly relevant. Providers should be able to work within social care assessments, County Allocation Panel decisions and individual Care Plans, contributing to measurable outcomes as part of a wider support package. The requirement also favours organisations able to deliver personalised alternatives to conventional domiciliary care, develop workforce capability and provide consistent specialist support across Hampshire.

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Behavioural Needs). This is for children and young people with significant behavioural needs requiring staff with additional training or experience. This does not require 2:1 support but demands high skill, experience and confidence. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
