Summary of the contracting process

Hampshire County Council is procuring specialist care support services for children and young people with disabilities, as part of its Children's Services continuum and wider care-plan support. The requirement covers children with severe learning or physical disabilities, autistic spectrum conditions, challenging behaviour, and complex physical or mental health needs. This call-off concerns complex support for significant behavioural needs, requiring staff with additional training or experience. The service is intended to support identified outcomes following social care assessment and to provide a more personalised alternative to conventional domiciliary care. It is a specialist health and social care service, classified under CPV 85000000. Delivery covers Hampshire, including the council's area served by Children's Services. The requirement is for one completed lot.

The procurement is complete and was awarded on 15 July 2026 through a competitive selective call-off under a framework agreement. Hampshire County Council awarded the contract to P&M Homecare Limited trading as Bluebird Care North Hampshire & West Berkshire for £630,000 gross and net. The initial contract period runs from 1 September 2026 to 31 August 2030, with a scheduled signature date of 17 August 2026. The contract includes renewal rights, with two possible extensions of up to two years each, allowing a maximum end date of 31 August 2034. Each extension is stated as having a value of £10,750,000 excluding VAT. The procedure is under the light-touch regime, and the award concerns one completed lot.

This award demonstrates demand for specialist, high-skill care support for children and young people with disabilities and significant behavioural needs within Hampshire County Council's services. A credible future competitor would need staff who are confident supporting behaviour that challenges, together with relevant training or substantial experience in complex care environments. Capability should include working with children and young people who may have learning disabilities, physical disabilities, autistic spectrum conditions, or complex physical or mental health needs. Suppliers should be able to deliver personalised support linked to agreed care-plan outcomes, work alongside families and social care professionals, and operate as part of a wider holistic package. The requirement suits experienced domiciliary or specialist care providers able to develop and retain skilled staff rather than providers offering only routine care.

Notice Title

Care Support Services for Children with a Disability - CS26605C - Complex Support (Behavioural Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Behavioural Needs). This is for children and young people with significant behavioural needs requiring staff with additional training or experience. This does not require 2:1 support but demands high skill, experience and confidence. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
