Summary of the contracting process

Hampshire County Council is commissioning specialist care support services for children and young people with disabilities, focused on complex behavioural needs. The service supports children with significant behavioural needs who require staff with additional training or experience, as part of a wider package agreed through an individual Care Plan and the Council’s County Allocation Panel. It sits within Children’s Services’ Tier 4 specialist provision, following a social care assessment where the Disabled Children’s Team criteria are met or an unmet social care need is identified. The intended approach is personalised support rather than conventional domiciliary care, helping children and families achieve identified outcomes. Delivery covers Hampshire, including the Winchester, Eastleigh and Romsey area. The procurement is for health and social work services.

This completed, competitive call-off was awarded under a framework using a selective procedure. It has one completed lot. Hampshire County Council awarded the contract to Belrose Limited trading as Bluebird Care Winchester, Eastleigh & Romsey on 15 July 2026 for £630,000 including VAT. The contract period is 1 September 2026 to 31 August 2030, with two possible two-year extensions; the maximum contract end date is 31 August 2034. Each extension is stated as having a value of £10,750,000 excluding VAT. A contract signature was scheduled for 17 August 2026. The call-off is under the light-touch regime and is linked to the wider Care Support Services for Children with a Disability framework. Any value is awarded through individual service contracts rather than at the call-off stage.

This outcome shows continuing demand from Hampshire County Council for providers able to deliver specialist support to disabled children and young people with significant behavioural needs. Competitors would need staff with strong skills, relevant training or experience, and the confidence to manage challenging behaviour safely; the requirement does not call for two-to-one support. Providers should be able to work within a holistic care package, follow outcomes agreed in individual Care Plans, and operate after social care assessment and panel approval. The buyer is seeking more personalised alternatives to conventional domiciliary care, so organisations able to adapt support around individual children and families may be well placed. Experience in complex disability, autism, behavioural support and children’s social care would be relevant to future framework call-offs.

This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User.
