Thurrock Council is exploring a future supported accommodation pathway for young people aged 16 to 25 in Thurrock. The service may support looked-after children aged 16 and 17, care leavers, former unaccompanied asylum-seeking children, and young people at risk of homelessness where statutory duties apply. The proposed scope covers a range of accommodation and support models, including supported lodgings, staffed shared accommodation, independent living and floating support. This is a social care and accommodation service, covering social work and wider community, social and personal services. Delivery is in the Thurrock area, with the council as the buyer. The pathway is intended to provide accommodation alongside appropriate support for young people moving towards independence.

This procurement is at the planning and early market-engagement stage; it is not an invitation to tender and does not commit the council to a future procurement or contract award. Thurrock Council expects to publish a future notice by 14 September 2026. The council is seeking market feedback through an online questionnaire, with responses expected by 21 August 2026. One planned lot is shown, with an indicative contract period from 1 April 2027 to 31 March 2031. The estimated value is £8.5 million excluding VAT, or £10.2 million including VAT. The service is expected to use a light-touch procedure and is subject to the council’s further consideration following engagement.

The future requirement will suit organisations that can provide supported accommodation and person-centred support for young people aged 16 to 25, including providers of supported lodgings, staffed shared housing, independent living services or floating support. Relevant experience may include working with looked-after children, care leavers, former unaccompanied asylum-seeking children and young people at risk of homelessness. Providers should be prepared to combine safe, suitable accommodation with support that helps young people develop independence and sustain housing. The council has identified small and medium-sized enterprises and voluntary, community and social enterprises as suitable participants. Organisations in these sectors can use the engagement stage to explain their delivery models and capacity.
