Summary of the contracting process

HM Revenue & Customs (HMRC), a central government authority located in London, is in the planning stage for a procurement process related to the HMRC-Group Private Medical Insurance Scheme. The procurement exercise is for health and medical insurance services covering approximately 100 employees. The organisation recently faced a situation where no bids were received for a similar procurement and is now conducting a market engagement exercise to understand supplier requirements and market conditions. Key dates have been scheduled with a request for information (RFI) anticipated to be released on 10 August 2026, and the deadline for responses is 28 August 2026. The procurement will be managed through HMRC’s SAP Ariba e-sourcing tool, and the contract is anticipated to start on 31 December 2026 and conclude by 30 December 2029, with possible extensions up to 2031.

This procurement opportunity presents significant potential for growth, particularly for businesses specialising in corporate private medical insurance services. Small and medium-sized enterprises (SMEs) with capabilities in the health insurance sector may find this tender particularly beneficial due to HMRC's focus on market engagement to remove barriers to participation. The process will not only influence future procurement strategy but also provide companies an early chance to shape specifications and commercial strategies by providing insights during the RFI phase. Businesses that excel in navigating e-sourcing platforms like SAP Ariba and possess a deep understanding of government procurement dynamics will be well-positioned to leverage this opportunity for business expansion.
