Summary of the contracting process

Hampshire County Council is commissioning specialist care support services for children and young people with disabilities, specifically complex support for significant behavioural needs. The service is part of the Council’s Children’s Services continuum and supports outcomes identified in an individual Care Plan following social care assessment. Users may have severe learning or physical disabilities, autistic spectrum conditions, challenging behaviour, or complex physical or mental health needs. The requirement is for staff with additional training or experience who can provide skilled, confident support; it does not require two-to-one staffing. The service is intended to provide personalised alternatives to conventional domiciliary care and improve outcomes for children, young people and families. Delivery covers Hampshire, including the county’s south, central and north areas.

This completed procurement was a competitive call-off under a framework, using a selective procedure for light-touch services. There was one completed lot. Triple Care Healthcare Services Limited was awarded the contract on 15 July 2026 for £630,000 gross and net. The contract period runs from 1 September 2026 to 31 August 2030, with renewal rights allowing two further extensions of up to two years each; the maximum possible end date is 31 August 2034. The award is active, while the tender is complete. A future contract signature was scheduled for 17 August 2026. The published award records the framework call-off as competitive, but does not set out detailed award criteria in the available procurement data.

This requirement demonstrates demand for specialist children’s disability care focused on complex behavioural needs within Hampshire County Council’s services. A credible future competitor would need experience supporting children and young people with significant behavioural needs alongside disabilities such as learning disabilities, physical disabilities or autistic spectrum conditions. Providers should be able to demonstrate highly skilled, confident staff with relevant additional training or experience, rather than relying on standard domiciliary-care delivery. The service also favours organisations able to work within individual Care Plans, collaborate with children’s social care and families, and deliver personalised support against identified outcomes. The awarded supplier is an SME, indicating that a suitably capable smaller provider can compete through the framework call-off route.

Notice Title

Care Support Services for Children with a Disability - CS26605C - Complex Support (Behavioural Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Behavioural Needs). This is for children and young people with significant behavioural needs requiring staff with additional training or experience. This does not require 2:1 support but demands high skill, experience and confidence. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
