Summary of the contracting process

Bristol City Council intends to recommission Bristol Respite Rooms, a housing and support service for women experiencing multiple disadvantage, including homelessness and domestic abuse or sexual violence. The service will provide safe, short-stay accommodation and intensive, trauma-informed support, with multidisciplinary input from wider sector services. Providers will assess residents’ needs and help them secure suitable, sustainable move-on accommodation. The housing and support element is funded through the Homelessness, Rough Sleeping and Domestic Abuse Grant from the Ministry of Housing, Communities and Local Government. Specialist independent domestic and sexual violence adviser support is provided by an experienced provider funded through Public Health. Delivery will be in Bristol, from an identified building offering approximately 10 to 12 beds. The procurement covers housing and social work services.

This process is at the planning stage: Bristol City Council has announced its intention to procure and has not yet invited tenders. The buyer expects to use a single lot, with an anticipated contract running from 1 April 2027 to 31 March 2029. The estimated value is £753,000 excluding VAT, or £903,600 including VAT. A market engagement event is planned for 19 August 2026, from 14:00 to 15:00, via Microsoft Teams. Interested providers are expected to register by 14 August 2026. The event will cover the service specification, rationale, expected outcomes, procurement process, next steps and indicative timescales; questions and subsequent clarifications will be shared transparently with attendees. The buyer’s expected date for the next notice is 1 October 2026.

The service will suit experienced providers of supported accommodation, homelessness services, domestic abuse or sexual violence support, and related social care. Strong candidates will be able to provide or secure an identified Bristol building with around 10 to 12 beds, and operate safe short-stay accommodation alongside intensive, trauma-informed support. Relevant capability includes assessing complex needs, working with women affected by multiple disadvantage, coordinating multidisciplinary support and helping residents move into sustainable accommodation. Providers should be prepared to work across sector-wide services and alongside specialist independent domestic and sexual violence adviser provision. Organisations with established safeguarding, housing management, support planning and referral arrangements will be well placed to prepare. The planned market engagement is a chance for suitable providers to understand the emerging specification and explain how their service model could deliver the intended outcomes.

Planning Information

The Market Engagement Event will include a presentation on this project, outlining the service specifications, rationale, and expected outcomes. There will also be a presentation covering the procurement process, next steps, and indicative timescales. Questions may be asked during the event. These will be collated by BCC and shared with all providers after the session. Providers may also submit clarification questions following the event; these will be anonymised and shared with all attendees to ensure transparency.
