Summary of the contracting process

Hampshire County Council is buying specialist care support services for children and young people with disabilities, focused on complex behavioural needs. The service supports children with significant behavioural needs as part of personalised care plans and the Council’s wider specialist children’s services. It is intended for people who may also have learning or physical disabilities, autistic spectrum conditions, or complex physical or mental health needs. Delivery covers Hampshire, including the county areas represented by Central Hampshire, North Hampshire and Southampton. The service is a Tier 4 specialist care support provision following social care assessment and identified need. It is designed to offer alternatives to conventional domiciliary care, with more personalised support and improved outcomes for service users.

This procurement has been awarded following a competitive call-off under an existing framework, using a selective procedure for a light-touch service. The process is complete and Acerta24 Limited was awarded the single lot on 15 July 2026. The award value is £630,000. The contract period is 1 September 2026 to 31 August 2030, with extensions available up to 31 August 2034. Two possible extensions are described, each lasting up to two years and each valued at £10,750,000 excluding VAT. A contract signature milestone was scheduled for 17 August 2026. The selected supplier is Acerta24 Limited, a Croydon-based SME. The award was made competitively under the framework, with delivery through subsequently awarded individual service contracts.

This requirement is relevant to providers of specialist children’s care and support, particularly those experienced in working with significant behavioural needs and complex disability. Credible competitors would need skilled, confident staff with additional training or substantial experience, able to provide personalised support without relying on two-to-one staffing. Relevant capability includes supporting children with learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges, and complex physical or mental health needs. Providers should be able to work within social care assessments, County Allocation Panel decisions and individual care plans, while delivering agreed outcomes. The opportunity also suits organisations able to develop flexible alternatives to conventional domiciliary care, strengthen staff practice and deliver individual service contracts through a framework arrangement.

Notice Information

Notice Title

Care Support Services for Children with a Disability - CS26605C - Complex Support (Behavioural Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Behavioural Needs). This is for children and young people with significant behavioural needs requiring staff with additional training or experience. This does not require 2:1 support but demands high skill, experience and confidence. Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
