Summary of the contracting process

Hampshire County Council commissioned specialist care support services for children and young people with disabilities, including severe learning or physical disabilities, autism, challenging behaviour and complex physical or mental health needs. This call-off concerns children and young people with significant health needs who require care staff with additional clinical training or experience. Examples include PEG feeding, epilepsy management, suctioning and complex medication regimes. The service forms part of Hampshire County Council Children’s Services’ wider support continuum and delivers personalised care linked to outcomes in an agreed care plan. It is a Tier 4 specialist service following social care assessment and identified need. Delivery covers Hampshire, supporting families through care provided in their homes or other agreed settings.

The procurement is complete and the contract was awarded on 15 July 2026 to Belrose Limited trading as Bluebird Care Winchester, Eastleigh & Romsey. It used a competitive selective call-off under a framework agreement and falls within the light-touch regime. The award covers one completed lot and has a value of £416,000 including tax. The contract is planned to run from 1 September 2026 to 31 August 2030, with extensions potentially taking it to 31 August 2034. Two possible two-year extensions are each stated to have a value of £10,750,000 excluding VAT. A contract signature was scheduled for 17 August 2026. The award is active and the procurement is above the relevant threshold.

This award indicates demand for specialist children’s disability care where support workers can manage significant health needs alongside personal and social care. Competitors would need suitably trained staff with practical experience of clinical tasks such as PEG feeding, epilepsy management, suctioning and complex medication regimes, together with the ability to work safely within individual care plans. Experience supporting children and young people with severe disabilities, autism, physical or mental health needs and behaviour that challenges would be relevant. Providers should be able to deliver personalised, outcome-focused support in partnership with families and council children’s services. The successful supplier is an SME, showing that a specialist regional care provider can compete for this type of framework call-off.

Notice Title

Care Support Services for Children with a Disability - CS26605D - Complex Support (Health Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Health). This is for children and young people with significant health needs requiring staff with additional clinical training or experience (e.g., PEG feeding, epilepsy management, suctioning, complex medication regimes). Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
