Summary of the contracting process

NHS Highland is procuring an Adult Shared Lives Service for people living within the Highland Council area, excluding Argyll and Bute. The service covers adults aged 18 and over and young adults aged 16 and over who have social care needs, including physical disabilities or sensory impairment, learning disabilities or autistic spectrum conditions, mental health needs, or combinations of these. It will provide long-term placements or regular caring arrangements offering short breaks for unpaid carers. This is a health, social care and accommodation-related service. The work will be delivered across Highland, within the boundaries of the Highland Council area. NHS Highland is the buying organisation, and the requirement is divided into one service lot.

The procurement has reached tender: NHS Highland invited offers through an open procedure, with responses submitted electronically in English. The final deadline for bids was 3 September 2026 at 12:00 noon, following two extensions to allow additional submission time. The contract is expected to run for 1,080 days. The estimated value is £567,000 including the single lot. Tenders are evaluated on quality, weighted at 60%, and cost, weighted at 40%. The requirement uses Scotland’s Light Touch Regime. Completing the SPD qualification document is mandatory for all bidders, and bidders must provide the names and qualifications of staff assigned to the service. Community benefits form part of the requirement, with bidders asked to describe benefits for local communities arising from service delivery.

This opportunity suits an established adult placement, shared lives, social care or supported accommodation provider able to deliver person-centred placements and short-break caring arrangements across Highland. The service requires capability to support people with physical or sensory disabilities, learning disabilities, autistic spectrum conditions and mental health needs, including individuals with combined needs. Suppliers must be registered with the Care Inspectorate to provide Adult Placement Services and must remain informed about national Shared Lives developments through membership of Shared Lives Plus, adapting their service accordingly. Bidders need suitable staff and must provide their names and professional qualifications. They should also be able to explain practical community benefits generated through delivery and complete the mandatory SPD qualification documentation.
