Summary of the contracting process

Hampshire County Council commissioned specialist care support services for children and young people with disabilities and significant health needs. The service supports children with severe learning or physical disabilities, autistic spectrum conditions, behaviour that challenges, and complex physical or mental health needs. It forms part of the Council’s Children’s Services continuum and provides Tier 4 support within personalised care plans following social care assessment. The requirement focuses on complex health support, including care delivered by staff with additional clinical training or experience in PEG feeding, epilepsy management, suctioning and complex medication regimes. Services are delivered across Southampton, central Hampshire and north Hampshire. The work is intended to provide personalised alternatives to conventional domiciliary care while supporting identified outcomes for children, young people and their families.

The procurement has been awarded. Hampshire County Council used a competitive selective call-off under an existing framework, with one completed lot and a light-touch regime. Triple Care Healthcare Services Limited was awarded the contract on 15 July 2026 for £416,000 including VAT. The contract period is 1 September 2026 to 31 August 2030, with a possible maximum extension to 31 August 2034. Two further extensions are described, each lasting up to two years and each valued at £10,750,000 excluding VAT. A contract signature milestone was scheduled for 17 August 2026. The published information identifies the procedure as a competitive framework award; it does not set out separate scoring weights or detailed award criteria. The call-off value relates to this award, while subsequent individual service contracts may determine service-level purchasing.

This award indicates demand for specialist children’s disability care that can be commissioned through a framework call-off rather than only through conventional domiciliary care. A credible competitor would need to support children and young people with severe disabilities, autism, challenging behaviour and complex physical or mental health needs, while working to outcomes in individual care plans. Relevant capability includes staff trained or experienced in PEG feeding, epilepsy management, suctioning and complex medication regimes. Providers should be able to deliver personalised, flexible support and coordinate with families and Children’s Services following social care assessments. The successful supplier is an SME, showing that the requirement can be delivered by a focused specialist provider rather than only a large national organisation. Experience of complex health support and sufficient clinically trained staffing would be central to competing when this requirement returns.

Notice Title

Care Support Services for Children with a Disability - CS26605D - Complex Support (Health Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Health). This is for children and young people with significant health needs requiring staff with additional clinical training or experience (e.g., PEG feeding, epilepsy management, suctioning, complex medication regimes). Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
