Summary of the contracting process

Hampshire County Council is commissioning specialist care support services for children and young people with disabilities, through its Children’s Services department. The requirement covers complex health needs, including severe learning or physical disabilities, autistic spectrum conditions, behaviour that challenges, and complex physical or mental health needs. Support forms part of an individual Care Plan and a wider package intended to meet assessed social-care outcomes. This is a Tier 4 specialist service for children and young people requiring staff with additional clinical training or experience, such as PEG feeding, epilepsy management, suctioning and complex medication regimes. The service is intended to support more personalised alternatives to conventional domiciliary care, with delivery across Hampshire.

This completed procurement was a competitive call-off under a framework, using a selective procedure and the light-touch regime. It comprised one completed lot. The contract was awarded to The Rose Road Association on 15 July 2026 for £416,000 including gross value, in GBP. The contract period is 1 September 2026 to 31 August 2030, with a possible maximum extension to 31 August 2034 through two extensions of up to two years each. The award records an extension value of £10,750,000 ex VAT for each extension. Contract signature was scheduled for 17 August 2026. The award is active and the tender status is complete.

This requirement indicates demand for specialist children’s disability care delivered as part of coordinated social-care plans, rather than general home-care provision. Credible competitors would need to support children and young people with significant and varied disabilities, including complex physical or mental health needs, autism, challenging behaviour and learning or physical disabilities. They would need staff able to provide clinically informed support, with relevant training or practical experience in PEG feeding, epilepsy management, suctioning and complex medication regimes. The work would suit organisations able to operate a personalised, outcomes-led service across Hampshire, work with families and council care-planning processes, and maintain sufficient skilled staff for sustained specialist delivery. Experience in health and social care services would be important.

Notice Title

Care Support Services for Children with a Disability - CS26605D - Complex Support (Health Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Health). This is for children and young people with significant health needs requiring staff with additional clinical training or experience (e.g., PEG feeding, epilepsy management, suctioning, complex medication regimes). Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
