Summary of the contracting process

Hampshire County Council commissioned specialist care support services for children and young people with disabilities, through its Children’s Services Department. The service supports children with severe learning or physical disabilities, autistic spectrum conditions, behaviour that challenges, and complex physical or mental health needs. This call-off concerns complex health needs requiring staff with additional clinical training or experience, such as PEG feeding, epilepsy management, suctioning and complex medication regimes. Care is delivered as part of a holistic package based on outcomes identified in an agreed Care Plan, following social care assessment and Disabled Children’s Team criteria. The service is intended to provide personalised alternatives to conventional domiciliary care, supporting families and improving outcomes for service users across Hampshire and Southampton.

This procurement has been completed following a competitive selective call-off under an existing framework, using the light-touch regime. One lot was awarded to Acerta24 Limited on 15 July 2026 for £416,000 including tax. The contract is due to run from 1 September 2026 to 31 August 2030, with renewal options allowing two further extensions of up to two years each; the maximum possible end date is 31 August 2034. The award is for health and social work services and covers Hampshire and Southampton. A future signature milestone was scheduled for 17 August 2026. Evaluation was conducted through a competitive framework call-off procedure, and the published award identifies Acerta24 Limited as the selected supplier.

This requirement is relevant to providers of specialist children’s care, complex health support and disability services, particularly organisations able to deliver care in family settings and coordinate with social care plans. Credible competitors would need suitably trained staff with practical experience of high-dependency clinical support, including PEG feeding, epilepsy management, suctioning and complex medication regimes. The work also favours providers able to support children with learning disabilities, physical disabilities, autism, challenging behaviour and complex physical or mental health needs. Experience of personalised care, outcome-focused planning and working with children’s services would strengthen a future response. Acerta24 Limited’s award shows that an SME can compete successfully for this specialist framework call-off.

Notice Title

Care Support Services for Children with a Disability - CS26605D - Complex Support (Health Needs)

Notice Description

Hampshire County Council Children's Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council's County Allocation Panel. This Service is part of Hampshire County Council's Children's Services Department's continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children's Team criteria has been met and/or an unmet social care need has been identified. This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User. This Notice relates to a call off procedure for Care Support Services for Children with a Disability - Complex Support (Health). This is for children and young people with significant health needs requiring staff with additional clinical training or experience (e.g., PEG feeding, epilepsy management, suctioning, complex medication regimes). Any potential value will be awarded through subsequently awarded Individual Service Contracts rather than at this call off stage.
