    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.<br/><br/>The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 12/08/2026. Representations can only be made by providers party to the framework agreement. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.<br/><br/>Email address where written representations should be sent: northantsicb.lnrprocurement@nhs.net<br/><br/>- Details of the award decision-makers: Joint Executive Team 22nd July 2026<br/><br/>- Any declared conflicts or potential conflicts of interest of individuals making the decision and how these were managed: None declared.<br/><br/>- Relative importance of the key criteria that the relevant authority used to make a decision, the rationale for the relative importance of the key criteria, and the rationale for choosing the provider with reference to the key criteria: The key criteria were weighted to reflect the requirement for a provider capable of delivering a complex, end-to-end Lung Cancer Screening service, including mobilisation, pathway management, clinical governance, integration across multiple organisations and the reduction of health inequalities. Greater weighting was therefore given to Integration, Collaboration and Service Sustainability (28%), Quality and Innovation (24%) and Value (20%), reflecting their importance to the successful delivery of the service, whilst Improving Access, Reducing Health Inequalities and Facilitating Choice (18%) and Social Value (10%) remained important considerations within the overall evaluation.<br/><br/>The successful provider achieved the highest overall score across the published key criteria. In relation to Quality and Innovation, the provider demonstrated robust governance arrangements, strong patient safety processes, effective risk management and established quality improvement approaches.<br/><br/>In relation to Integration, Collaboration and Service Sustainability, the provider demonstrated a comprehensive delivery model, clear accountability as lead provider, strong mobilisation arrangements, effective interoperability solutions and established experience of managing complex screening pathways.<br/><br/>In relation to Improving Access, Reducing Health Inequalities and Facilitating Choice, the provider demonstrated a mature and evidence-based approach to reducing health inequalities, supported by community engagement, population health intelligence and targeted interventions designed to improve participation amongst underserved groups.<br/><br/>In relation to Social Value, the provider demonstrated clear commitments to workforce development, community benefit and environmental sustainability, supported by measurable delivery arrangements.<br/><br/>In relation to Value, the provider submitted a competitive financial model and achieved the highest overall evaluated score when quality and price were considered in accordance with the published methodology.",
