Summary of the contracting process

The London Borough of Lewisham is seeking a provider for a Tier 2 adult targeted weight management service in Lewisham. This is a health service designed to reduce health inequalities by addressing the specific needs of Black African and Caribbean populations. The service should improve access to and engagement with weight management support through inclusive, community-based delivery models and culturally appropriate programme content. It should help individuals and communities make sustainable lifestyle changes supporting healthy weight, improved wellbeing and long-term health outcomes. The requirement is for a single service covering the stated delivery area. It will suit organisations delivering targeted public health, weight management, health improvement or community wellbeing services, particularly those with experience engaging communities through inclusive and culturally responsive approaches.

The process has reached tender: Lewisham Council invited offers using a competitive process under the Health Care Services (Provider Selection Regime) Regulations 2023, described as an open procedure. Responses had to be submitted electronically in English by 4 September 2026 at 12:00 BST. Bids were scheduled to be opened and evaluation to begin at 13:00 BST on the same day. The contract is planned to run from January 2027 to December 2028, with an option for the Council to extend it by one year at its discretion. Its estimated value is £450,000. Evaluation is based on quality at 45%, social value at 10% and price at 45%. Variants are not allowed. This is a relaunch of a previously abandoned tender.

The opportunity suits providers able to design and deliver Tier 2 adult weight management programmes through community-based and inclusive models. Strong candidates will be able to demonstrate culturally appropriate programme design for Black African and Caribbean populations, effective engagement with communities that may face health inequalities, and practical support for lasting lifestyle change. Relevant capability includes health improvement, nutrition, weight management, wellbeing support, behaviour change and community outreach. Providers should be able to deliver services that improve access, participation and engagement, while supporting measurable improvements in healthy weight and longer-term health outcomes. Social value is a material part of the evaluation, so organisations with credible community benefit, partnership-working and local engagement approaches are well placed. The requirement is also relevant to specialist public health providers, charities, social enterprises and experienced community organisations.
