Summary of the contracting process

The Department for Energy Security & Net Zero is exploring a Zone Shape Management Tool (ZSSMT) for use in the United Kingdom. The requirement is for services combining geological consultancy with systems and technical consultancy, including development or provision of a tool to manage zone shapes. UK Shared Business Services Ltd is managing the procurement process on behalf of the department as a shared service. This procurement is in the planning stage and carries no invitation to tender. The buyer is conducting pre-market engagement to understand market capability, capacity, appetite, available solutions and possible innovation. Suppliers are asked to complete a questionnaire by 14:00 on 17 August 2026. The buyer expects the next notice to be published by 14 September 2026, and the planned contract period is 1 January to 31 October 2027. The estimated value is £770,000 excluding VAT, or £924,000 including VAT. There is one planned lot, suitable for small and medium-sized enterprises. The route to market remains undecided and the buyer will use engagement responses to inform it.

This engagement will suit suppliers able to combine geological knowledge with the design, development, integration or technical consultancy needed for a zone-shape management tool. Businesses with experience delivering specialist geospatial, geological or other data-driven systems should consider contributing, particularly where they can explain how their solutions support accurate management of spatial zones and operational workflows. The buyer is specifically seeking evidence of current market capability and capacity, supplier appetite and potential innovation, so respondents should be ready to describe relevant services, delivery resources, technical approaches and innovative options. Small and medium-sized enterprises are expressly considered suitable for the planned lot.
