Summary of the contracting process

Powys County Council intends to reopen its existing approved provider framework for support services for babies, children, young people and families in and around Powys. This is a services contract covering Lot 3, focused on other support provision, including sessional support staff, support workers, community projects and residential workers. The scope may also include statutory assessments, holistic therapies and other related support, and providers may offer only one type of assessment or service. Delivery will take place in Powys. The framework is intended to give the council access to a broad range of suitably qualified and experienced providers for individual requirements as they arise.

The procurement is at the planning stage: the council has stated its intention to reopen the framework, but this record is not an invitation to tender. It expects to use an open framework agreement under Section 15 of the Procurement Act 2023, for a light-touch contract governed by the Procurement (Wales) Regulations 2024. A further notice is anticipated on 19 August 2026. The council has arranged a virtual Meet the Buyer event for 10am on 18 August 2026 via Microsoft Teams. The planned contract period is 1 December 2026 to 30 November 2029, with a possible extension to 30 November 2031. The estimated gross value is £469,758.

This will suit organisations providing practical, community-based, residential or family support to babies, children and young people, including sessional staff, support workers, community project operators and residential workers. It may also suit providers of statutory assessments, holistic therapies or other specialist support connected with children, young people and families. The council is seeking a comprehensive and wide-ranging provider base, so smaller organisations and voluntary, community or social enterprises are expressly considered suitable. Providers should prepare evidence of relevant qualifications, experience and capacity for the particular services they deliver. The framework structure may suit organisations able to respond flexibly to different requirements rather than supplying the entire range of services.

Notice Description

The purpose of this ITT is to re open the existing Framework to fulfil requirement for Lot 3 Any Support around Babies, Children, Young People and Families, may include but not limited to: Sessional Support staff/Support Workers/Community projects/Residential workers. Powys County Council has established an approved provider framework for the provision of a range of support services for Babies, Children, Young People and families, in and around the county of Powys and will reopen to invite additional suppliers to tender for requirements under Lot 3. The Council is seeking expressions of interest from providers who are suitably qualified and experienced to deliver a wide range of support services. These can range from statutory assessments to holistic therapies, and the Council is looking for a comprehensive and wide-ranging list of support services, including but not limited to the following: Lot 3 - Any other support provision around Babies, Children, young people and families, such as: Sessional Support staff/Support Workers/Community projects/Residential workers. The list is not exhaustive, providers may only be able to do one of the assessments listed. The open framework agreement is being procured in accordance with Section 15 of the Procurement Act 2023. It relates to a Light Touch Contract as defined under Section 9 of the Procurement Act 2023 and governed by the Procurement (Wales) Regulations 2024. The Council is awarding a framework, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.
