Market Engagement For The Applicant Transfer Service (supporting government-to-government migration partnership arrangements)
Notice Description
As part of its commitment to maintain a resilient and responsive immigration system, the Home Office intends to engage with suppliers for the provision of services under the International Applicant Transfer Service (supporting government-to-government migration partnership arrangements). The Home Office is considering the establishment of a future-looking commercial arrangement that could be accessed when required to support the lawful transfer of eligible individuals from foreign countries to the UK. Services may include, but are not limited to, travel booking, accommodation, ground transport, operational coordination and associated wrap-around support. The Home Office is seeking a flexible, responsive and value-for-money managed service solution that can support variable operational volumes and adapt to different service environments where required. The service may require coordination across multiple delivery points and may involve working with local delivery partners or subcontractors to support travel, transport, accommodation and wrap-around service delivery. This market engagement aims to understand supplier capability, further refine specification, and gather feedback on proposed delivery and commercial approaches. Areas of interest include wrap-around support capability, management information, invoicing, cost transparency, subcontracting arrangements, variable volume pricing and potential future geographic flexibility. There is no guaranteed volume, level of activity, business, or commitment to call off services under any future contract. Any volumes or scenarios shared during market engagement or any subsequent procurement should be treated as indicative only and for planning purposes. The content of this Notice, including the nature of services, geographic scope, contract value and start date, is subject to change. The contract is expected to be awarded in December 2026 and to commence in March 2027 after a mobilisation period. The expected contract length is 4 years, with an option to extend for a further 2 years, subject to operational need, approvals and funding. For the purposes of this Preliminary Market Engagement Notice, the estimated contract value has been listed a range between PS0 to PS20m. This figure does not reflect the expected final value of the contract. The actual estimated value is currently being finalised and will be shared later.
Planning Information
Participants must first be registered on the Home Office eSourcing Suite. Registration can be completed online at https://homeoffice.app.jaggaer.com/web/login.html by selecting the “Register Here” link. A valid DUNS number from Dun & Bradstreet is required for the organisation being registered. To access the market engagement documents Suppliers must sign the NDA, downloadable via the Home Offices eSourcing suite under Project_20842. An email should then be sent to IE-Projects@homeoffice.gov.uk. The email should be titled Applicant Transfer Service – Expression of Interest and must include expression of interest to be included in the Market Engagement and confirmation of intention to attend the industry day. This email should include the Suppliers name, contact name, email address and contact number. Once the NDA is signed and the email submission is complete, the Market Engagement documents will be made available via invitation to the PQQ event under Project_20842 on the Home Offices eSourcing suit. All suppliers participating in the market engagement will be provided with a background note setting out high-level contextual information on the Applicant Transfer Service requirement. This will include sufficient information to enable constructive engagement with the Home Office, while avoiding unnecessary disclosure of sensitive operational detail. The Home Office intends to engage suppliers through virtual market engagement sessions on Microsoft Teams, supported by a short presentation and structured discussion. These sessions will be used to outline the high-level scope, test supplier capability and appetite, and gather feedback on key areas including wrap-around support, MI and invoicing, cost transparency, subcontracting, variable volumes and future geographic flexibility. Suppliers may be asked to submit questions in advance using the template provided through the Home Office eSourcing suite. A defined window for submitting questions will be set out in the background note. All suppliers will receive the same core information through the background note and engagement sessions to support fairness, transparency and equal treatment. Any material clarifications shared during the engagement process will be managed consistently. Please refer to the background note for further instructions regarding the market engagement activities. All written engagement with suppliers will be managed through the Home Office eSourcing suite, Jaggaer, except for the initial Expression of Interest email.
