Summary of the contracting process

West Oxfordshire District Council is procuring refurbishment and building works at 19 Holloway Road, Witney, Oxfordshire. The residential property has been acquired to provide temporary accommodation for four single people. The scope covers full internal redecoration, renewed flooring, minor layout changes and building completion works. It also includes installing an LD1 fire detection system, fire doors and emergency lighting, together with limited electrical works and testing. The refurbished property must provide a comfortable environment meeting current regulatory and compliance standards for hostel accommodation. The work is to be managed directly by the council under a JCT Minor Works Contract. Contractors will work at the property, where welfare facilities, including toilet and hot and cold washing facilities, will be available.

The procurement has reached tender: the council invited offers through a below-threshold open competition. Bids were to be submitted electronically through the Publica Group procurement portal by 24 August 2026 at 12:00. The single works package is planned to run from 28 September 2026 to 28 December 2026. Its estimated value is £40,000 excluding VAT and £48,000 including VAT. Offers are evaluated using 60% price and 40% quality. The works must be carried out in accordance with the Construction Design and Management Regulations 2015. The procurement uses the open procedure, with electronic submission allowed through the specified procurement portal.

This opportunity suits a small or medium-sized building contractor able to deliver coordinated refurbishment and building installation works in an occupied or residential setting. Relevant capability includes internal decoration, flooring, minor alterations, fire safety installations, emergency lighting, fire-door work and limited electrical testing. Suppliers should be able to plan and carry out the works as a compliant package, manage interfaces between different trades and demonstrate understanding of accommodation standards applicable to hostels or temporary housing. Experience of working under a JCT Minor Works Contract and complying with the Construction Design and Management Regulations 2015 would be valuable. The requirement is suitable for contractors with capacity to complete a compact refurbishment project within the specified contract period, either using directly employed trades or appropriately managed specialist subcontractors.
