Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned locally enhanced optometry services for people in Rotherham. The work is classified as optician services and is intended to enhance, rather than replace, existing General Ophthalmic Services (GOS). Delivery is for the Rotherham population and depends on the provider also holding a GOS contract. The requirement covers local enhanced services delivered alongside core ophthalmic provision, with interdependent service arrangements. The selected provider is Specsavers Optical Superstores Limited, whose Rotherham operation is identified as the delivery base. This is a health services opportunity for optometry businesses able to provide patient-facing enhanced eye-care services within NHS primary care arrangements and the relevant local service specification.

The procurement is complete and the contract was awarded to Specsavers Optical Superstores Limited through a direct award without prior publication of a competition, under the Health Care Services (Provider Selection Regime) Regulations 2023. The contract was signed on 22 June 2026 and runs from 1 April 2026 to 31 March 2027. The published contract record shows a value of £1, although the procurement states that the actual value is activity-based and therefore unknown; payments follow relevant unit prices under the nationally mandated NHS Payment Scheme. The procurement used price as its award criterion and recorded one bid. The single lot is marked cancelled, while the associated award and contract are active. No conflicts of interest were identified.

This outcome indicates established NHS demand for locally enhanced optometry services in Rotherham and shows that the requirement is closely tied to existing General Ophthalmic Services provision. A credible future competitor would need to hold, or operate within a practice holding, a GOS contract and demonstrate the capacity to deliver enhanced services alongside it rather than as a standalone offer. Relevant capability includes qualified optometry staff, suitable premises and systems for patient activity, and the ability to work to NHS service specifications and payment arrangements. Providers should also be able to manage activity-based delivery, apply nationally mandated NHS unit prices, and maintain the operational capacity expected of an established primary-care optometry service. The selected supplier was a large business.

Lot Information

Lot 1

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (Optometrists) is because they are required to hold a General Ophthalmic Services (GOS) contract and deliver the LCS alongside these services; the LCS is designed to enhance the (GOS) contract and not stand alone, therefore, interdependency between the two services is paramount. For this reason not every Optometrist delivers every LCS.

The contract has been awarded following the direst award process B.

The value of the contract is unknown as it is based on patient activity..

The contract will run from 01/04/2026 to 31/03/2027.
