Summary of the contracting process

Newcastle City Council is procuring traffic and transport data services through a multi-lot framework to support transport planning, modelling and monitoring. The work will provide evidence for transport decisions, assess the effects of interventions and support an integrated, sustainable transport network across Newcastle upon Tyne. Lot 1 covers vehicular and related traffic counts, including automatic counters, classified counts, junction turning counts, cordon counts, origin and destination surveys, pedestrian counts, traffic regulation contravention surveys and PV² surveys. Lot 2 covers continuous vehicular speed surveys using suitable road-based technology. Lot 3 covers parking accumulation surveys measuring occupancy, parked vehicles and available spaces at agreed times. The requirement is for services, including traffic monitoring and surveying.

The process has reached tender: Newcastle City Council invited offers through an open procedure. It is a closed framework with two contractors ranked for each lot. Call-offs will normally be made by direct award in ranking order, with the next-ranked contractor approached if the first cannot deliver, declines or cannot meet requirements. Enquiries had to be submitted by 25 August 2026 at 11:00, and tenders by 1 September 2026 at 23:59. The award decision period ends on 24 September 2026 at 23:59. Each lot is scheduled to run from 10 October 2026 to 9 October 2028, with two 12-month extensions available, potentially to 9 October 2030. Each lot has a published value of £0 gross. Evaluation is 40% price and 60% quality.

Suppliers should be able to deliver the particular survey capability covered by their chosen lot: deploying automatic or classified traffic counters and undertaking junction, cordon, origin-and-destination, pedestrian, contravention or PV² surveys; carrying out continuous speed monitoring with appropriate road-based technology; or measuring parking occupancy, parked vehicles and available spaces at agreed survey times. The framework structure favours organisations able to respond reliably to recurring council call-offs and maintain capacity for surveys commissioned during the framework term. Suppliers should also be prepared to demonstrate strong quality alongside competitive pricing, since quality carries the greater evaluation weighting. Up to two contractors will be ranked for each specialist lot.
