Summary of the contracting process

NHS North East and North Cumbria Integrated Care Board is exploring a Waiting Well Programme, a health and wellbeing service for people on elective surgery waiting lists. The programme would be delivered through social prescribing and is intended to provide a person-centred, accessible and integrated support pathway. Its focus is on optimising patients’ comorbid conditions and addressing modifiable risk factors before surgery. The wider aims are to reduce health inequalities, improve surgical readiness and postoperative recovery, and support mental wellbeing and readiness for work. The service would be delivered in North East England as part of the Healthier Lives, Fairer Outcomes Programme. This is a health services requirement, suited to providers able to combine clinical or wellbeing support with community-based social prescribing and coordinated patient support.

This process is at the planning and market-engagement stage. The buyer is conducting a Request for Information to understand the market landscape for the Waiting Well Programme; it is not an invitation to tender and does not guarantee a future provider selection process or contract. The buyer expects the RFI questionnaire to be submitted by 5pm on 14 August 2026 through the Atamis portal. The buyer currently expects a subsequent notice on 1 April 2027. The planned procurement is for services, with one planned lot. It is covered by the World Trade Organization Government Procurement Agreement. No contract value, budget, contract duration, award method or evaluation criteria are set out at this stage.

The market engagement will suit organisations already delivering health and wellbeing interventions, social prescribing, integrated care or support for people awaiting elective surgery. Relevant experience is likely to include assessing and managing comorbidities, helping patients address modifiable health risks, and coordinating accessible support around individual needs. Providers with established links to community, primary care, voluntary-sector or wider wellbeing services may be well placed to contribute to the integrated pathway the buyer is considering. The buyer is looking for approaches that can improve surgical preparedness and recovery while also tackling health inequalities. Services that can support mental wellbeing and work readiness, alongside physical health preparation, are aligned with the stated aims. Suppliers should use the RFI to explain their capabilities and market offer before any future competition.

NHS North East and North Cumbria Integrated Care Board is issuing this Prior Information Notice (PIN) as a market engagement exercise Request for Information (RFI) to gather information on the market landscape in regards to the Waiting Well Programme. This is a market landscape exercise only and is not a guarantee of a future provider selection process and/or contract. The RFI on-line questionnaire should be submitted by no later than 14th August 2026 by 5pm . The Waiting Well Programme is a health and wellbeing intervention supported by social prescribing services specifically designed for individuals on elective surgery waiting lists.
