Summary of the contracting process

HISP Multi Academy Trust Ltd is procuring school cleaning services for eight schools across Hampshire and the Isle of Wight, covering routine term-time cleaning and periodic deep cleaning. The Hampshire mainland lot covers Crofton, Highcliffe, Portswood, Tanners Brook, Thornden and Danebury schools. The Isle of Wight lot covers Carisbrooke College, Medina College and the Island VI Form. HISP Multi Academy Trust is the buyer, supported by RIVA Partnership Ltd as procurement consultancy. Suppliers may express interest in one or both geographical lots, and additional schools joining the trust may potentially be added during the contract term.

The procurement has reached tender: the buyer invited offers through a two-stage Competitive Flexible Procedure. Stage one is a Procurement Specific Questionnaire, with candidates needing at least 60% to progress; between five and ten candidates may then be invited to stage two, the Invitation to Tender. Enquiries and expressions of interest were due by 4 September 2026 at 12:00. The expected award decision date is 11 December 2026. Each lot runs from 1 February 2027 to 31 January 2030, with an option to extend by up to two years to 31 January 2032. Lot 1 is valued at £857,376 annually or £4,286,880 over five years; Lot 2 at £432,000 annually or £2,160,000 over five years. ITT evaluation is 60% quality and 40% price. The contract is fixed-price with monthly invoicing.

This opportunity suits established commercial cleaning contractors able to deliver tightly managed, productive services across multiple schools and locations. HISP is seeking high-quality core cleaning and periodic deep-cleaning capability, together with strong supervision, workforce management and an approach that supports, encourages and develops cleaning staff. Suppliers should be able to demonstrate financial capacity, with a minimum annual turnover of £2 million, and hold employers’ liability and public liability insurance of at least £10 million. Contractors with experience of education, multi-site or geographically divided cleaning operations may be well placed to compete, particularly those able to propose practical service improvements, creative efficiencies and cost-saving measures for the Isle of Wight schools. The lots are identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Incumbent staff are members of the Local Government Pension Scheme, so bidders should be prepared to address staff-transfer and pension considerations.

We are proud to include Thornden, Highcliffe, Danebury, Crofton, Portswood, Tanners Brook, Carisbrooke College and Medina College (including the Island VI Form) within our Trust, and we are delighted to be in discussions with a number of other schools also interested in joining. HISP are tendering their cleaning services in 2 geographical 'lots' as per: Lot 1 - Mainland *Thornden, Highcliffe, Danebury, Crofton, Portswood, Tanners Brook These schools are currently serviced by Atlas. Lot 2 - Isle of Wight *Carisbrooke College and Medina College (including the Island VI Form). These schools are currently run in house. You are invited to express interest and complete a Procurement Specific Questionnaire for one or both 'lots'. The contract term being tendered for 3 years, from 01/02/2027 - 31/01/2030. There is an option for a further extension period for up to two additional years to 31/01/2032. The contract offers an excellent opportunity to review and propose enhancements to the current cleaning services at the schools. This includes both core term time cleaning and periodic deep cleaning throughout the year. The trust is keen to secure a high quality cleaning service whereby its students are able to enjoy excellence in education, supported by excellently kept facilities. The trust expects both a tightly managed service and high levels of productivity to be delivered by the cleaning staff at all times, and the trust expects a management style delivered by the successful contractor that supports, encourages and develops the cleaning staff. The trust are also keen to explore cost saving opportunities particularly at the Isle of Wight schools. The trust is not obliged to accept the lowest price submitted for this tender, rather the trust is keen to secure best value from this contract and to deliver best value to its students. Innovative and creative ideas as to how the cleaning services can be developed and improved, will be welcomed. The trust seeks a contractor that is keen to work in partnership and who will deliver to its highest abilities, at all times. Competitive Flexible Procedure This procurement will be run under the Competitive Flexible Procedure. This will follow a two stage approach, with stage 1 being the Procurement Specific Questionnaire (PSQ). Here a minimum of 5 candidates (or less, in the event less than 5 meet the minimum criteria) and a maximum of 10 candidates, will progress to stage 2. Any selection of tenderers will be based solely on the criteria set out for the procurement and a minimum score of 60% must be achieved. Selected tenderers will then be invited to stage 2, the Invitation To Tender (ITT). Here, the evaluation of tender response will be set as 40% price and 60% quality. Value of contract: Lot 1 annual cost - PS857,376 (PS4,286,880 over 5 years) Lot 2 annual cost - PS432,000 (PS2,160,000 over 5 years) The contract shall be a fixed price contract with invoices raised monthly to the trust. The tender process will be run under a two stage Competitive Flexible procedure.
