Summary of the contracting process

Vale of Glamorgan Council intends to procure generic floating support services to prevent homelessness across the Vale of Glamorgan, including floating support at Penarth Extra Care Scheme. The service will support people aged over 55 with support needs, people with learning disabilities, people with physical disabilities and people with chronic illness. It will provide flexible, housing-related support for a 180-unit service, helping people access information, advice, support and resources, make informed choices, live independently and sustain their accommodation. Support will address practical and emotional issues, include tailored plans, and provide timely crisis support where needed. The work is classified as health and social work services and will be delivered in the Vale of Glamorgan, Wales.

This procurement is at the planning stage: the council has stated its intention to procure, but has not invited tenders. It expects to hold a Microsoft Teams market engagement event on 13 August 2026, with attendance confirmations requested by 12 noon on 11 August 2026. The council expects the next notice on 16 September 2026; this is an indicative date rather than a tender deadline. The planned contract is one lot, with an estimated value of £5,250,000 including gross value, for a term from 16 March 2027 to 15 March 2030. Renewal is planned, with the contract potentially extending to 15 March 2032. The procurement is an above-threshold light-touch services procedure.

This will suit providers of housing-related support, homelessness prevention and floating support services, particularly organisations experienced in person-centred work with older people, disabled people and people with chronic illness. Relevant capability includes assessing varied and changing needs, creating tailored support plans, delivering practical and emotional support, providing crisis responses, and helping service users build or maintain independent living skills. The council is looking for provision that is needs-led, outcome-focused and time-scaled, with support reducing as independence improves. Providers will also need to monitor all aspects of delivery and demonstrate effective outcomes for people at risk of homelessness. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, making it relevant to specialist local and third-sector organisations preparing for the future tender.

Notice Title

Generic Floating Support Services for the Vale of Glamorgan Council

Notice Description

Generic Floating Support to prevent Homelessness. To include; People over 55 yrs with support needs; People with learning disabilities; People with physical disabilities; People with chronic illness and floating support to the Penarth Extra Care Scheme. This service specification applies to a 180-unit floating support service delivering flexible housing related support to a Generic client group in the Vale with the aim of preventing homelessness. The aim of this project is to provide housing support to improve outcomes for people at risk of homelessness to access information, advice, support and resources to enable them to make informed choices. The service working with individual service users involves a tailored support plan that best meets their needs. The plan focuses on both practical and emotional issues, in order that each person has the best opportunity of living independently as a responsible member of their community. The service will work with the service user to develop that person's capacity to live independently in accommodation or sustain his/her ability to do so. While service users will have a variety and individual intensity of need, there is an expectation that support services will over time be reduced as service users achieve higher levels of independence. Therefore, support provision must be needs led, outcome focused and time scaled. The support provider will be responsible for monitoring all aspects of the services provided through the project. This service also aims to provide Crisis support in a timely manner for individuals that require urgent support to prevent homelessness.
