Summary of the contracting process

The City of Edinburgh Council intends to commission a single service provider to run a Welcome Centre for people who are rough sleeping within Edinburgh. The service falls within health and social work, specifically social work services with accommodation and related support services. Delivery will take place in Edinburgh. The centre is intended to provide a dedicated welcome service for people experiencing rough sleeping, with accommodation-related social work forming part of the requirement. The Council expects a subsequent procurement notice on 27 November 2026. The planned contract is identified as CT1875. The requirement is presented as one lot, covering the complete Welcome Centre service. The market engagement is intended to help the Council understand which providers have the relevant expertise, capability and capacity.

This will suit established homelessness, housing-support and social-work providers with practical experience of supporting people who are rough sleeping. Relevant organisations are likely to need the expertise to operate a Welcome Centre, provide or coordinate accommodation-related social work, and respond appropriately to people with complex needs. The Council is specifically seeking suitably qualified organisations operating in the Edinburgh area, so local delivery capability, local partnerships and knowledge of Edinburgh’s homelessness services are likely to be important. Providers should also be able to take responsibility for the full service as a single operator, rather than offering only a narrow specialist component. Organisations should use the planning period to assess their operational capacity, staffing model, service experience and ability to deliver within Edinburgh.

The purpose of this Prior Information Notice (PIN) is: - to advise the market that the City of Edinburgh Council (the Council), intend to tender a contract for a Welcome Centre for People who are Rough Sleeping in Edinburgh (the Service) - to assess the current Service Provider market, by seeking notes of interest from suitably qualified organisations operating in the Edinburgh area, that have the expertise, capability and capacity to deliver the Service.
