Milton Keynes City Council, acting as the Lead Local Flood Authority, is planning a programme of flood alleviation and surface water management schemes across Milton Keynes. The anticipated requirement covers detailed design, enabling works and construction services. The first schemes are expected in Woughton and Lavendon, with the wider programme including conventional flood alleviation measures, Sustainable Drainage Systems (SuDS), blue-green infrastructure, nature-based solutions, ordinary watercourse improvements and other surface water management interventions. This procurement is at the planning and preliminary market-engagement stage; it is not an invitation to tender, call for competition or commitment to award a contract. The Council expects construction for the first schemes to start in the fourth quarter of 2026 or the first quarter of 2027. The planned contract period is 1 December 2026 to 30 November 2028. Suppliers are asked to respond to questions in the Market Engagement Note by 5pm on 28 August 2026, so their views can inform the procurement strategy, delivery models and understanding of market capacity. The Council has set out one planned lot covering the programme. Future procurement will be advertised separately through an appropriate process, subject to business-case and funding approval.

This engagement is relevant to contractors, designers and delivery partners with experience in flood alleviation, SuDS, blue-green infrastructure and surface water management. Organisations able to provide detailed design, enabling works and construction services should be well placed to contribute, particularly those combining civil engineering, water management and nature-based approaches. Experience of ordinary watercourse improvements, flood-risk projects and delivery across multiple schemes would help suppliers respond meaningfully to the Council’s questions. The Council is specifically seeking evidence of market capacity and capability, delivery models, programme risks and constraints. Small and medium-sized enterprises are identified as suitable for the planned lot. Suppliers can use the engagement to understand the pipeline, influence procurement planning and prepare for any separately advertised future competition.

Milton Keynes City Council (MKCC), acting as Lead Local Flood Authority (LLFA), is seeking views from the market to inform the future procurement of detailed design, enabling works and construction services for a programme of flood alleviation and surface water management schemes across Milton Keynes. The Council is progressing a number of flood risk management projects which are expected to proceed to detailed design and construction subject to the approval of business cases and funding. The first schemes brought forward under this programme will be located in Woughton and Lavendon and construction for those is currently planned to start Q4 2026/Q1 2027. The current Flood Capital Programme pipeline includes both conventional flood alleviation measures and blue-green infrastructure schemes utilising Sustainable Drainage Systems (SuDS), nature-based solutions, ordinary watercourse improvements and surface water management interventions. The purpose of this engagement is to: * Understand market capacity and capability. * Inform procurement strategy. * Explore delivery models. * Identify risks and constraints affecting delivery programmes. * Engage with organisations experienced in flood alleviation, SuDS and blue-green infrastructure projects.
