Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned Greasbrough Medical Centre to provide locally enhanced general-practitioner services for the Rotherham population. The services are intended to enhance and operate alongside the provider’s existing GP Framework contract rather than as a standalone service. Delivery is based in Rotherham and concerns healthcare services for local patients. The requirement is therefore relevant to GP practices and other healthcare providers able to deliver local enhanced services within the NHS primary-care framework. The contracting authority is the NHS South Yorkshire Integrated Care Board, based in Sheffield, and the selected provider is Greasbrough Medical Centre in Rotherham. The procurement concerns one service grouping covering the commissioned local enhanced services.

The procurement is complete and the contract was awarded to Greasbrough Medical Centre on 1 April 2026 under the Health Care Services (Provider Selection Regime) Regulations 2023. It used a direct award procedure without a prior competition, described as Provider Selection Regime direct award process B. The contract runs from 1 April 2026 to 31 March 2027. The recorded contract value is £1, while payment is activity-based at local prices under the nationally mandated NHS Payment Scheme; the service description states that the overall contract value is unknown. Evaluation was based entirely on quality, with quality weighted at 100% and cost at 0%. One bid was recorded. The award decision was made by the Primary Care Delivery Group, with no conflicts of interest identified.

This award indicates demand for GP-led local enhanced services that are integrated with an existing GP Framework contract. A credible competitor for a future requirement would need to be an established primary-care provider, or a group of providers, able to hold the relevant GP Framework contract and deliver enhanced services alongside it. The requirement favours organisations with operational capacity in the Rotherham population, appropriate clinical governance and the ability to deliver activity in line with local service specifications. Strong evidence of service quality is particularly important because quality was the sole recorded award consideration. Suppliers would also need to work with activity-based payment arrangements, local prices and the NHS Payment Scheme, rather than treating the service as a standalone clinical contract.

Notice Description

The provider is commissioned to deliver locally enhanced services for the Rotherham<br/>population.

Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.
