Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned Greenside Surgery to deliver locally enhanced general-practitioner services for the Rotherham population. The work is an existing local service designed to enhance, and operate alongside, the provider’s GP Framework contract rather than as a standalone service. Delivery is activity-based and follows the relevant NHS Payment Scheme and local unit prices. The service is intended for GP providers already able to deliver the associated framework services, because the interdependency between the GP Framework and the enhanced services is central to the requirement. The contracting authority is based in Sheffield, while service delivery is in Rotherham. The procurement concerns healthcare services, specifically general-practitioner services, rather than goods, construction or general administrative support.

The procurement is complete and the contract was awarded to Greenside Surgery following a direct award without prior publication of a competition under the Health Care Services (Provider Selection Regime) Regulations 2023. The award decision was made by the Primary Care Delivery Group. The award date was 1 April 2026, and the contract was signed on the same date. The contract period runs from 1 April 2026 to 31 March 2027. The contract value recorded is £1, although the service description says payment is based on activity at relevant local unit prices under the NHS Payment Scheme. One bid was recorded. Evaluation was based entirely on quality, weighted at 100%, with cost weighted at 0%. The recorded lot status is cancelled, but the related award and contract are active.

This award shows demand from NHS South Yorkshire Integrated Care Board for locally enhanced GP services in Rotherham and demonstrates that the requirement is delivered through an existing GP provider arrangement. Suppliers best placed for comparable future work would be GP practices or groups of practices holding the relevant GP Framework contract, with the operational ability to provide enhanced services alongside core framework activity. Credibility would depend on meeting the local contract and service specification, supporting activity-based delivery, and applying the nationally mandated NHS Payment Scheme and relevant local prices. The evaluation outcome also indicates that service quality was decisive, while price did not form part of the scored assessment. Smaller GP providers may be relevant, as the awarded supplier is classified as an SME.

Notice Description

Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.
