Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned High Street Surgery to provide locally enhanced general-practitioner services for the Rotherham population. The services are intended to enhance and operate alongside the existing GP Framework contract, rather than as a standalone service. Delivery is therefore linked to the GP services already provided by the participating group of providers. The commissioning organisation is based in Sheffield, while the service is delivered in Rotherham. This is a healthcare services requirement, specifically general-practitioner services (CPV 85121100), delivered for the local population through primary care provision.

The procurement is complete and the contract was awarded to High Street Surgery under direct award procedure B of the Provider Selection Regime, using a limited procedure without a prior call for competition. The award was made on 1 April 2026, with a contract period from 1 April 2026 to 31 March 2027. The contract record gives a value of £1. Payment is activity-based, using local prices and nationally mandated NHS Payment Scheme unit prices; the published contract description says the overall value is unknown. One bid was recorded. Evaluation was based entirely on quality, weighted at 100%, with cost weighted at 0%.

This award indicates demand for locally enhanced GP services that are integrated with an existing GP Framework contract. A credible future competitor would therefore need to be an established primary care provider, or part of a provider group already able to hold and operate under the relevant GP Framework arrangement. The requirement depends on delivering enhanced services alongside core GP provision, so experience coordinating linked NHS primary care services and meeting the associated contract and service specification would be important. Suppliers would also need the clinical workforce, governance arrangements and operational capacity to deliver activity-based services for the Rotherham population, with payment tied to delivered activity and applicable NHS pricing rules.

Notice Description

Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.
