Summary of the contracting process

Lymington and Pennington Town Council is seeking one integrated professional team for Phase 1 of the Lymington Sea Water Baths Restoration Project. The commission covers architectural design, structural and geotechnical engineering, mechanical and electrical engineering, marine and environmental consultancy, quantity surveying, technical surveys and site investigations. The team will assess the historic coastal leisure facility’s structural deterioration, marine saltwater exposure, settlement, tidal ground conditions, ageing infrastructure, accessibility constraints and outdated facilities. It will develop coordinated feasibility evidence and proposals to RIBA Stage 2, including surveys, design drawings, cost information, risk registers, sustainability and climate resilience work, landscape and public realm proposals, and consultation materials. The work is delivered at the Lymington Sea Water Baths in the United Kingdom.

The procurement has reached tender: the Council invited offers through a below-threshold open competition. There is one lot. Tenders had to be submitted by 7 September 2026 at 12:00 BST. The contract is scheduled to run from 30 September 2026 to 31 August 2027, with all Phase 1 outputs required by 31 August 2027. Its value is up to £120,000 excluding VAT, or £144,000 including VAT. Electronic submission is allowed. Offers are evaluated on the most advantageous tender rather than lowest price alone: comparable project experience 30%, proposed team capability and experience 20%, methodology and understanding 20%, programme and capacity 10%, price and value for money 15%, and collaboration, engagement and wider outcomes 5%.

This suits an established multidisciplinary consultancy able to provide a single coordinated team covering architecture, structural, geotechnical, mechanical and electrical engineering, quantity surveying, marine or environmental expertise, and technical surveying and testing. Strong evidence is needed from comparable heritage, coastal or marine-exposed structures, lidos, seawater pools, leisure facilities or other complex public assets. Relevant experience includes concrete deterioration, historic structures, unstable ground, RIBA Stage 0 to 2 design, conservation-led work, accessibility and inclusive design, sustainability, climate resilience, cost planning and externally funded heritage projects. The successful team must demonstrate suitably qualified and professionally accredited personnel, their availability and continuity, capacity to sequence surveys and design work, multidisciplinary coordination, clear quality assurance and risk management, and effective collaboration with the Council and wider consultant team.
