Summary of the contracting process

Lymington and Pennington Town Council is procuring an integrated architect, engineering and cost consultant team for Phase 1 of the Lymington Sea Water Baths Restoration Project in Lymington. The commission will develop feasibility evidence and coordinated proposals to RIBA Stage 2 for a nationally significant historic coastal leisure facility. The scope covers architecture, structural and geotechnical engineering, mechanical and electrical engineering, marine and environmental consultancy, quantity surveying, technical surveys and testing. Work includes assessing structural deterioration, marine saltwater exposure, historic settlement, tidal ground conditions, infrastructure, accessibility, drainage and water management. The team will also prepare conservation-led designs, sustainability and climate-resilience proposals, landscape and public-realm strategies, cost information, risk registers, visual materials and funding evidence, working with the Council and its wider consultant team.

The process has reached tender: the Council invited offers through an open, below-threshold competition. There is one lot, with a contract period from 30 September 2026 to 31 August 2027. Tenders were due by 1 September 2026 at 23:59. The Phase 1 contract value is up to £120,000 excluding VAT, or £144,000 including VAT. The most advantageous tender will be selected rather than necessarily the lowest price. Evaluation gives 30% to comparable project experience, 20% to the proposed team’s capability and experience, 20% to methodology and understanding, 10% to programme and capacity, 15% to price and value for money, and 5% to collaboration, engagement and wider project outcomes. Electronic submission is allowed.

This opportunity suits a lead consultant able to assemble and manage a genuinely integrated multidisciplinary team, including an architect, structural and geotechnical engineers, mechanical and electrical engineers, a Quantity Surveyor, and marine or environmental specialists. Strong candidates will bring relevant experience of heritage buildings or structures, coastal or marine-exposed assets, lidos, seawater pools, leisure facilities or comparable public projects. The work particularly favours expertise in conservation, concrete deterioration, historic structures, unstable or complex ground conditions, multidisciplinary coordination and RIBA Stage 0 to 2 design. Suppliers should be able to lead technical surveys and testing, produce coordinated design and cost outputs, manage risks and quality, and support accessible public engagement. Professional qualifications and accreditation, named personnel, team availability, capacity, clear communication and experience with Heritage Fund or similar externally funded projects will be important.
