Summary of the contracting process

Stoke-on-Trent City Council intends to establish a Community Support Framework for children living in Stoke-on-Trent and potentially children supported elsewhere in England. The services will support children with disabilities and children on the edge of care or in care, where their needs require statutory intervention. The scope includes short-break packages, planned outreach and wrap-around support, urgent support within 24–48 hours, and complex support involving personal care or health-related care. The framework will use call-off agreements with multiple providers to deliver these services. Work will be delivered in Stoke-on-Trent and may also take place in other areas of the country. The procurement is for services, including children’s welfare and social support.

This procurement is at the planning stage: the Council has stated its intention to procure and has not yet issued an invitation to tender. It expects to use an open framework scheme with seven lots, allowing providers to apply for one or more lots. The planned framework period is 1 February 2027 to 31 January 2035. Potential annual spend is £250,000 for Lot 1a, £250,000 for Lot 1b, £650,000 for Lot 1c, £100,000 for Lot 2, £400,000 for Lot 3a, £450,000 for Lot 3b and £450,000 for Lot 3c. The stated total estimated value is £20,400,000 excluding VAT and £24,480,000 including VAT. Market engagement is planned for 19 August 2026, with a future notice date of 20 August 2026.

This will suit organisations providing children’s social care, disability support, family support, short breaks, planned interventions or rapid-response services. Providers should be able to stabilise children and families, safeguard vulnerable children and young people, and deliver safe, proven, effective, trauma-informed and outcome-focused care. The work is divided so organisations can target the services matching their capability: non-personal-care services, services involving personal care, or complex personal care and health-related support. CQC registration is required for the personal-care lots, but not for the corresponding non-personal-care lots. Applicants should be able to provide urgent support on the day or following day where relevant, and employ staff with local knowledge to support young people in all lots.

Stoke-on-Trent City Council is undertaking a procurement exercise for a Community Support Framework, for children living within Stoke-on-Trent and for children who may be supported in other areas of the country. The Council wishes to source multiple providers to deliver the services. The services will stabilise children and families who have support needs that require statutory intervention. The cohorts of children will be those with disabilities and those on the edge of care or who are in care. Service areas include Short Break packages, and outreach/wrap around support, and urgent support required within 24-48 hours, complex support. The Framework will be managed by Stoke-on-Trent City Council who, through a series of call-off agreements, will engage, collaborate and work with organisations to deliver a broad range of these services. 58,305 children and young people live in Stoke-on-Trent, and 8,703 children and young people have Special Educational Needs. 455 Children and young people with SEND are known to social care, and 249 with an EHC Plan are known to social care (Stoke-on-Trent SEND Strategy 2024-2028). The Council is inviting applicants to tender to join the Open Framework Scheme for the following Framework Lots: * Lot 1a: Short Breaks (Non-CQC registration required, no personal care) * Lot 1b: Short Breaks (CQC registration required for personal care activities) * Lot 1c: Short Breaks (Complex, personal care and health related care and support) * Lot 2: Planned Intervention * Lot 3a: Urgent support needed on the day or the following day (Non-CQC registration required, no personal care) * Lot 3b: Urgent support needed on the day or the following day (CQC registration required for personal care activities) * Lot 3c: Urgent support needed on the day or the following day (Complex, personal care and health related care and support) Providers may apply for one or more lots depending on their offer. Providers delivering under all lots will be required to employ staff with local knowledge to support our young people.
