Summary of the contracting process

LiveWest Homes Limited sought a retrofit consultancy service, including Principal Designer services, to support its aim of bringing all properties to EPC C by 2028 and maintaining compliance. The procurement also aimed to establish a similar consultancy arrangement for current and future members of Advantage South West through a single joint process. The expression-of-interest deadline was 4 September 2026 at 17:00, enquiries closed on 26 August 2026 at 17:00, and award was planned for 5 October 2026. The estimated value was £6.7 million excluding VAT and £8.04 million including VAT. The contract was planned from 1 March 2027 to 28 February 2030, with an extension option to 28 February 2033. Quality and price were the evaluation bases. The tender was withdrawn because clarification questions showed that it required further refinement; the buyer intended to reissue it.

This opportunity suited retrofit consultancies, architectural and engineering practices, building-services specialists, energy advisers and surveying firms with the capability to deliver retrofit programmes and Principal Designer duties. Suppliers needed relevant technical and professional experience, sufficient capacity to support LiveWest’s property portfolio and the ability to help achieve EPC C across existing homes. The requirement also suited small and medium-sized enterprises and voluntary, community or social enterprises. Experience of housing stock assessment, energy efficiency measures, compliance, design coordination and programme delivery would have positioned a supplier well for the two-stage selection process. The buyer also indicated that an electronic auction would be used.
