Providers should also be able to demonstrate culturally sensitive and inclusive practice, partnership working and meaningful social value.

Oldham Council expects the Provider to deliver high-quality care and is committed to working in partnership with key stakeholders, adopting outcome-based approaches in the delivery of this service. The Council seeks to commission services that are safe, person-centred, and of consistently high quality. Service users shall be supported to live as independently as possible, enabling them to exercise choice, maintain their preferred lifestyle, and make their own decisions. Services must be delivered in a manner that safeguards and protects the most vulnerable residents. Where this provision is increased it will be in blocks
