Summary of the contracting process

Advantage South West LLP is procuring retrofit consultancy services, including principal designer services, through a framework for current and future members of Advantage South West. The work is intended to support the organisation’s aim of bringing all properties to Energy Performance Certificate (EPC) C by 2028 and to help LiveWest meet its related compliance requirements. The requirement falls within architectural, construction, engineering and inspection services. Delivery is across the United Kingdom. The framework is intended for use by Bromford Flagship and the LiveWest Group, as well as Advantage South West members. It is a two-stage process: questionnaire responses are used to select suitably qualified and experienced consultants, with up to five participants intended to be invited to the second-stage invitation to tender. The single lot has an estimated value of £13.4 million excluding VAT, or £16.08 million including VAT. The contract period is 1 March 2027 to 28 February 2030. Evaluation is based on quality and price, with detailed weightings set out in the second-stage ITT. The framework can run for four years, ending 31 December 2031, and may award work with or without reopening competition.

This opportunity suits established retrofit consultancies able to advise housing and property organisations on energy-efficiency improvements, EPC performance and compliance programmes. Suppliers should be able to provide principal designer services alongside retrofit consultancy, supporting both current projects and future call-off requirements across participating housing groups. Relevant experience is likely to include managing portfolios of existing properties, developing practical routes to EPC C, coordinating technical and design input, and working within structured public-sector procurement and delivery arrangements. The framework is designed to appoint up to three participants and can be used by multiple buyer organisations, creating scope for repeat assignments rather than a single project. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable participants, provided they can demonstrate the required qualifications, experience and delivery capacity.

Stage 1 - Conditions of Participation > Stage 2 - ITT (Tender) Responses (CPQ Responses) to this selection questionnaire (CPQ) will be used in the first step of selecting suitably qualified and experienced consultants (Participants) to be invited to tender. It is intended that the Client will shortlist a maximum of 5 Participants, to be invited to submit tenders / initial tenders in line with section 20(4)(a) of the Act. Those bidders will have met all requirements including the pass / fail questions and be in the top 5 after LiveWest have evaluated the scored submissions. Only these bidders will be shortlisted for stage 2 (ITT) In the event that Participants score within 1 point of the 5th highest scoring Participant, LiveWest Homes Limited reserves the right to shortlist all additional Participants who have passed all 'pass / fail' requirements and are within 1 mark of the 5th highest scoring Participant. In the event that LiveWest Homes Limited exercises this discretion, it will notify all Participants in writing of the number of Participants to be shortlisted.
