Summary of the contracting process

Stockton-on-Tees Borough Council is seeking providers for a framework delivering supported living services in Stockton-on-Tees. The service supports adults with mental health conditions, learning disabilities and/or autism spectrum disorder support needs, based on individual care and support plans. Provision may include shared support hours, one-to-one hours, sleepover or waking-night cover, and supported access to the local community. Lot 1 covers the Sycamore, Fairview and Grangefield schemes. Lot 2 covers the Churchland, Stafford/Thornaby and South Road schemes. Lot 3 covers supported living schemes with exclusive rights for the incumbent provider. Lot 4 is for approved providers with no current scheme that do not wish to compete for Lots 1 and 2.

The procurement has reached tender: the council invited offers through an open procedure for an open framework agreement. Enquiries closed on 28 August 2026 at 17:00 and bids were due by 7 September 2026 at 12:00; the planned award decision date was 12 October 2026. The framework is valued at £12,000,000. Lots 1 and 2 are each valued at £6,000,000, Lot 3 at £1,600,000 and Lot 4 at £0. Lots 1 and 2 run from 25 January 2027 to 31 March 2029, with two optional 12-month extensions. Lots 3 and 4 run from 1 November 2026 to 31 March 2029, also with two optional 12-month extensions. Bids were evaluated entirely on quality and social value, with a maximum of three lots per bidder and two lots awarded per supplier. Electronic submission was allowed in English. Prices are set at framework outset with an inflationary uplift mechanism, and the framework scheme ends on 31 March 2031.

The opportunity suits supported living providers, including small and medium-sized enterprises and voluntary, community or social enterprises, with experience supporting adults with mental health conditions, learning disabilities or autism. Providers should be able to deliver person-centred care under individual support plans, including shared and one-to-one support, sleepover or waking-night services, and community access. Lots 3 and 4 require registration with the Care Quality Commission for delivery of personal care and evidence of current or equivalent supported living experience involving shared hours. Lot 3 is intended for an incumbent provider with demonstrable current delivery of the relevant scheme. Lot 4 suits providers that can meet the registration and experience requirements but do not want to compete for the geographically defined schemes in Lots 1 and 2.

This may include shared Hours, 1:1 hours and sleepover nights or waking nights. Will also involve supported access to the local community. These Schemes present an Exclusive Right for the incumbent to to deliver the services

Approved Provider - No current Scheme

Providers who can demonstrate require CQC registration and experience but do not wish to compete for Lots 1 and 2
