Supply of S Stock Seat repairs
Notice Description
This Procurement is for the repair of the S-Stock seat bases and cushions, for London Underground Rolling Stock. This will support the fleet maintenance programme of works. S Stock Rolling Stock are the Suburban S7 trains which operate on the circle, District and Hammersmith & city lines & S8 trains which operate on the Metropolitan line. TFL needs to procure the necessary maintenance services to maintain operational readiness and ensure the safety and reliability of the equipment. The total amount is circa PS407,931 Spend is not committed and the repairs will be according to requirement. The justification for awarding this proposed contract is in accordance with the Procurement Act 2023 Direct Award and is compliant with Section 41.6 Schedule 5 Paragraph 7 which states: The public contract concerns the supply of Goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b)The difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
Procurement Information
Compin Fainsa are the Original Equipment Manufacturer (OEM) of the seat cushions. TfL does not own or have access to the drawings, material/product specifications or the manufacturing processes originally used to enable us to test the market for alternatives. If an alternative supplier was selected for the repairs, they would likely employ alternative manufacturing techniques or materials to meet our requirements, resulting in variations in the final product. These variations would introduce incompatibility with the existing seat system and would give rise to disproportionate technical difficulties in operation and maintenance. In particular, this would necessitate the development of a new repair specification and comprehensive verification and validation activities across all interfaces, including fire compliance testing, endurance testing, and in-service trials, to ensure the repaired seats meet the required safety and performance standards. In addition, introducing non-OEM variants would increase maintenance complexity through mixed fleet configurations, potentially requiring different inspection regimes, as well as creating uncertainty in long-term performance and lifecycle behaviour. Compin Fainsa can guarantee full compatibility and continuity of the repair for the S-Stock seats ensuring full compliance with technical and operational requirements.
