Summary of the contracting process

Bernicia Group is procuring works to refurbish vacant homes and complete minor property improvements across its housing portfolio in North East England. The scope is intended to bring empty properties up to Bernicia’s Lettable Standard so they can be re-let. It includes repairs, refurbishment and decoration, kitchen and bathroom replacements, electrical and plumbing works, flooring, external works and general building repairs. Additional work may cover damp and mould remediation, fire safety improvements, fencing, adaptations, communal-area improvements, environmental works, and planned or reactive property improvements. This is a property refurbishment and maintenance framework, covering CPV 45262690, 45453000 and 45453100. Bernicia may appoint one supplier or several suppliers, with works delivered using the NHF Schedule of Rates.

The procurement has reached tender: Bernicia invited offers through a selective competitive flexible procedure, with submissions made electronically through the InTend portal. Expressions of interest were due by 11 September 2026 at 12:00 UK time. The planned award period ended on 4 December 2026. The initial contract period is 4 January 2027 to 3 January 2029, with extensions available to 3 January 2035. The tender’s estimated gross value is £26.5 million. The lot record also states a gross value of AED 26.5 million, so suppliers should check the tender pack carefully. There is one lot, suitable for SMEs. Evaluation is based on 60% price and 40% quality. Payment terms are 30 days.

This opportunity suits contractors experienced in void property refurbishment, responsive repairs and minor works across housing portfolios. Relevant capability includes multi-trade delivery covering building repairs, decoration, kitchens, bathrooms, electrical and plumbing work, flooring, external works, fencing, adaptations, damp and mould treatment, fire safety and communal-area improvements. Suppliers need suitably skilled resources, responsive service delivery and robust supply-chain management, and should be able to coordinate planned and reactive work across North East England. Experience of working to a housing provider’s lettable or equivalent quality standard would be relevant. The framework also favours businesses able to demonstrate quality workmanship, customer service, health and safety, sustainability and social value delivery, with performance measured through turnaround times, quality and customer satisfaction. SMEs are explicitly considered suitable.
