Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned locally enhanced healthcare services for the Rotherham population, under the contract titled Rotherham GP Local Enhanced Services 2026/27 – Broom Lane Medical Centre. The requirement is for general-practitioner services, delivered in Rotherham, South Yorkshire. The services are intended to enhance and operate alongside the existing GP Framework contract rather than as a standalone provision. The commissioning organisation is NHS South Yorkshire Integrated Care Board, based in Sheffield. The selected provider is Broom Lane Medical Centre, a GP practice in Rotherham. The arrangement concerns services for local patients and is paid according to activity delivered, using relevant local prices and the nationally mandated NHS Payment Scheme.

The procurement has reached the award stage and the tender is complete. NHS South Yorkshire Integrated Care Board made a direct award under the Health Care Services (Provider Selection Regime) Regulations 2023, without prior publication of a competition. The award was made to Broom Lane Medical Centre. The contract was signed on 1 April 2026 and runs from 1 April 2026 to 31 March 2027. The recorded contract value is £1 GBP, while payment is activity-based and linked to relevant unit prices. Evaluation placed 100% weighting on patient choice and 0% on price. One bid was recorded. The service is an existing arrangement with an existing provider, and the award decision was made by the Primary Care Delivery Group.

This award indicates demand for GP-led locally enhanced services integrated with an existing GP Framework contract in Rotherham. A credible competitor for this requirement would need to be a GP provider able to deliver enhanced services alongside core framework obligations, with the operational capacity to respond to activity-based commissioning and NHS payment requirements. Familiarity with local service specifications, nationally mandated NHS Payment Scheme arrangements and relevant unit pricing would be important. The evaluation gives decisive weight to patient choice, so providers should be able to demonstrate accessible, patient-focused delivery and a strong understanding of local population needs. The opportunity is particularly relevant to GP practices or established provider groups with compatible framework arrangements and experience delivering NHS primary care services.

Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme
