Summary of the contracting process

Transport for London bought legal research and guidance subscriptions for members and staff in its Legal Department. The requirement covers access to an online legal database, online textbook publications, Lexis+ Practical Guidance, Lexis+ Legal Research and Law360. These services provide authoritative legal content and research tools to support TfL’s legal advisers in carrying out their duties. The procurement is for subscription services, with delivery across the United Kingdom. The selected service is provided by RELX (UK) Limited trading as LexisNexis, whose proprietary platforms contain content published exclusively by LexisNexis. The work is therefore centred on providing online access to specialist legal information, guidance and research content rather than general legal advice or legal representation.

The procurement has been awarded to RELX (UK) Limited trading as LexisNexis, with an award date of 1 July 2026. The contract is valued at £52,584 excluding VAT and £63,101 including VAT. It runs from 1 September 2026 to 31 August 2029. Transport for London used a direct award below the applicable threshold, without competition, on the basis that the required content is proprietary and available only from LexisNexis. The process had one completed lot and the award is active. The award notice commenced an eight-working-day standstill period, with contract signature scheduled for 19 August 2026. LexisNexis was selected for the full requirement.

This award indicates demand for specialist online legal information supporting a large public transport organisation’s in-house legal function. Suppliers competing for similar requirements would need authoritative, current legal research content, online access to recognised textbooks and practical legal guidance, and a platform suitable for use by multiple legal advisers and staff. A credible alternative would also need to demonstrate reliable access, strong search and research functionality, and coverage broad enough to support day-to-day legal work. The incumbent’s advantage was proprietary content published exclusively by LexisNexis, including Lexis+ Practical Guidance, Lexis+ Legal Research and Law360. Competitors should therefore assess whether they can offer distinctive content, comparable research capability and a defensible basis for any future direct-award or competitive route.
