Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned locally enhanced GP services for the Rotherham population, under the service title Rotherham GP Local Enhanced Services 2026/27 – Rawmarsh Health Centre. The work is general-practitioner healthcare, delivered in Rotherham, South Yorkshire, and is intended to enhance services provided under the existing GP Framework rather than operate as a standalone service. The buyer is NHS South Yorkshire Integrated Care Board, based in Sheffield. The appointed provider is Rawmarsh Health Centre, located in Rotherham. The requirement concerns an existing service and an existing provider group. Delivery is linked to GP framework arrangements and the interdependency between the framework and locally enhanced services is central to the model. The services are paid for according to activity delivered.

This procurement has been awarded through direct award process B under the Health Care Services (Provider Selection Regime) Regulations 2023; the Procurement Act 2023 does not apply. The award decision was made by the Primary Care Delivery Group, with no conflicts of interest identified. Rawmarsh Health Centre received the active award. The contract was signed on 1 April 2026 and covers 1 April 2026 to 31 March 2027. Its recorded contract value is £1, although the procurement description says the overall value is unknown and payment is based on activity at relevant local unit prices under the nationally mandated NHS Payment Scheme. Evaluation gave 100% weighting to patient choice and 0% to price. The lot record is marked cancelled, despite the active award and contract.

This procurement shows demand for locally enhanced GP services integrated with an existing NHS GP Framework in Rotherham. A credible future competitor would need to be an established GP provider or part of an existing provider group able to hold the relevant GP Framework contract and deliver enhanced services alongside it. The buyer’s model depends on operational interdependency between framework services and locally enhanced services, so experience of coordinated primary care delivery will be important. Providers should be able to deliver activity against local service specifications and nationally mandated NHS payment arrangements, using the applicable unit prices. Strong evidence of patient-focused service quality is particularly relevant because patient choice was the sole weighted evaluation criterion. The requirement is suited to an SME-scale primary care provider with local delivery capability.

Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.
